The provisions of this chapter imposing a time limit on parking shall not relieve any person of the duty to observe other more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey statute or as hereinafter provided.
A. 
Upon the declaration of an emergency, there shall be no parking upon streets or sections of streets where temporary emergency no-parking signs are displayed. The Chief of Police or, in his absence, the ranking police officer is authorized to declare an emergency and to direct the posting of emergency no-parking signs when weather conditions, accidents, fires, public celebrations, etc., dictate or require the avoidance of hazards or other conditions which interfere with the free flow of traffic. Notification that emergency no-parking signs are being or will be posted shall be given to the operator or owner of any vehicle which has been parked prior to the posting of the signs.
B. 
Any unoccupied vehicle parked or standing in violation of this section shall be deemed a nuisance and a menace to the safe and proper regulation of traffic, and any police officer may provide for the removal of such vehicle. The owner shall pay the reasonable costs of removal and storage which may result from such removal before regaining possession of the vehicle.
C. 
The effectiveness of this section is contingent upon signs being erected as required by law.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule I attached to and made a part of this chapter.

No person shall stop, stand or park a motor vehicle between the hours of 2:00 a.m. and 5:00 a.m. unattended on a public highway/street within the Borough or Borough-owned parking lots, except as hereinafter provided:
A. 
Short-term overnight parking permission.
(1) 
The Glen Rock Police Department (GRPD) is empowered to grant temporary emergency overnight parking permission due to an occasional guest, disabled vehicle, driveway repair, home construction or a dumpster being placed in a resident's driveway. Permission is granted one night at a time by telephone to the GRPD nonemergency number (201) 652-3800 (Northwest Bergen Central Dispatch [NWBCD]); please listen for prompt. Overnight parking requests are not accepted prior to 7:00 p.m. Operators at NWBCD are prohibited from giving permission for more than five consecutive nights and may not give permission for multiple nights at a time.
(2) 
For short-term overnight parking, the resident must provide the vehicle's full license plate number, make, model, color, contact number for owner and the exact location where the vehicle will be parked. The vehicle must be otherwise legally parked.
(3) 
All overnight parking permission is automatically rescinded during any snowfall and 24 hours thereafter or during other declared states of emergency.
B. 
Long-term overnight parking permission.
(1) 
If a resident requires permission for more than five nights, the resident must appear, in person, at the GRPD Records Bureau to obtain a long-term overnight parking permit.
(2) 
Permits will only be issued when the Records Bureau is open to the public. Permits may be issued for a period of up to 90 days.
(3) 
No permission will be issued for longer than 90 days.
(4) 
Upon approval of a resident's application, one parking place card will be issued for each vehicle.
(5) 
Parking permit restrictions:
(a) 
Permit holder must be a Glen Rock resident; however, a nonresident guest may use the permit.
(b) 
Permits are only valid for the dates entered on the application.
(c) 
Permits are valid on private passenger vehicles only. Commercial vehicles, trailers and recreational vehicles are not eligible for long-term overnight parking permission.
(d) 
The vehicle must be registered, insured and display current license plates (any state or country).
(e) 
Vehicles must not be disabled or wrecked.
(f) 
All vehicles must be legally parked. Vehicles will not be granted permission to park in any "No Parking" zone, block fire hydrants or crosswalks nor block any driveway other than the resident who has applied for the permit.
(g) 
All vehicles must be parked at the curbline in front of the permit holder's residence. Corner properties may park on either street.
(h) 
If circumstances do not permit parking in front of permit holder's residence, as a courtesy, the applicant must notify the property owner of the residence or business that the vehicle will be parked along the front of the property. However, property owners do not have the legal right to deny permission to park on any public street. The GRPD will not make this notification.
(i) 
A permit place card supplied by the GRPD must be displayed from the rearview mirror of any vehicle parked overnight. Failure to do so may result in a summons being issued.
(j) 
Permits must be removed before vehicle is driven. Failure to remove the permit will subject the violator to a summons for obstructed view.
(k) 
A refundable deposit of $5 is required for each permit issued. This deposit will be refunded to the applicant when the permit is returned to the GRPD Records Bureau Permits during those hours when the Records Bureau is open to the public. No after-hours returns will be accepted. Permits must be returned within five days of expiration.
(l) 
Any permit not returned within 30 days will result in forfeiture of deposit.
(m) 
All overnight parking permission is automatically rescinded during any snowfall and 24 hours thereafter or during other declared states of emergency.
C. 
Overnight parking in school or private parking lots. GRPD does not have the authority to grant parking permission at local schools or private property lots. Anyone wishing to park at these locations must obtain written permission from the school principal (or his/her designee) or the property owner in the case of a private parking lot.

No person shall park a vehicle for longer than the time limit shown, at any time between the hours listed, on any day except Saturdays, Sundays and public holidays, except as modified in Schedule III, upon any of the streets or parts of streets described in Schedule III attached to and made a part of this chapter.

No person shall park a vehicle between the hours specified in Schedule II on any day upon any of the streets or parts of streets described in Schedule II attached to and made a part of the chapter.
No operator of a vehicle shall stand or park the vehicle in any space appropriately marked for vehicles for the physically handicapped pursuant to N.J.S.A. 39:4-197.5, unless the vehicle is authorized by law to be parked therein. Any owner or possessor of private property may request and receive enforcement of this provision as to spaces on his property which are designated and marked according to law. In all instances, whether the handicapped parking areas are established on public or private property, such spaces shall be designated and marked according to law.
No person shall stop or stand a vehicle on any day except Sundays and public holidays upon any of the streets or parts of streets described in Schedule IV attached to and made a part of this chapter.
During the hours and days specified, the streets or parts of streets described in Schedule XIII attached to and made a part of this chapter are hereby designated as loading zones. Appropriate signs may be installed on such street.
The streets or parts of streets described in Schedule XIX attached to and made a part of this chapter are hereby designated as bus stops. Appropriate signs may be installed on such streets.

A. 
All employers and their employees of a business conducted within the CBD who have obtained an employee parking registration pursuant to § 150-7. Employee parking shall be entitled to on-street employee parking as established under § 216-50, Schedule XXII: On-Street Employee Parking.
B. 
Any person parking a vehicle in an employee designated parking space without having purchased an employee parking permit shall be liable to a penalty of not less than $25 nor greater than $250 per offense.

Parking spaces shall be properly marked and defined as required by the Manual on Uniform Traffic Control Devices (MUTCD). Wherever there are such markings designating parking spaces on the pavement of any street each vehicle shall park within those markings. It shall be unlawful and a violation of this chapter for any vehicle to park across such markings or to park a vehicle in such a position that it will not be entirely within the area designated by such markings.
