a. 
Findings. The Board of Trustees of the Chatham Public Library have recommended that the Borough of Chatham and the Township of Chatham unite in the support, maintenance and control of a joint free public library for the use and benefit of the residents of both municipalities pursuant to N.J.S. 40:54-29.3 et seq.
A Joint Library Agreement between the two municipalities has been proposed, studied and discussed by the Trustees and the members of the governing bodies of both municipalities.
The Township Committee is of the opinion that such a joint library as provided for in such agreement would inure to the benefit of and be in the best interest of the Township.
b. 
Agreement Approved by Reference. The Joint Library Agreement dated September 9, 1974, between the Borough of Chatham and the Township of Chatham, which agreement is hereby incorporated herein by reference, providing for the creation of a Joint Free Public Library pursuant to N.J.S. 40:54-29.3 et seq., being known as "The Trustees of the Joint Free Public Library of the Chathams" is hereby approved.
c. 
Copy on File. A copy of the agreement shall be and remain on file for public inspection in the Township Clerk's office from the date of the introduction of this subsection.

a. 
Findings. The provisions of N.J.S. 40A:14-26 authorize the rendering of mutual fire aid by and between fire protection forces in the event of an emergency.
The provisions of N.J.S. 40A:14-156.1 authorize mutual aid agreements between municipalities upon the adoption of reciprocal ordinances.
The volunteer fire companies serving the Township of Chatham have requested that the Township enter into a mutual aid agreement with the Borough of Madison for the provision of fire protection services in the event of an emergency.
b. 
Agreement. The Township shall enter into an agreement with the Borough of Madison for mutual fire aid in emergencies.
c. 
Provisions. The agreement between the Township of Chatham and the Borough of Madison shall contain the following provisions:
1. 
In the event of a fire emergency within the municipal jurisdiction of the other party, fire protection services and assistance will be provided upon request to the extent reasonably possible without endangering persons or property within the municipality rendering such assistance.
2. 
All mutual fire aid rendered pursuant to the agreement shall be provided without charge or expense to the municipality receiving such assistance, it being the sole responsibility of the municipality rendering the assistance to provide for any and all salary and other benefits for its firemen, whether paid or volunteer, rendering assistance within the other municipality to the same extent as if such firemen were performing their duties with the municipality providing assistance.
3. 
The agreement shall have an initial term of one year and shall be automatically renewed for additional and successive one year terms, unless and until one of the parties elects to terminate the agreement by the adoption of an ordinance and the delivery of a copy of the ordinance to the Clerk of the other municipality.
d. 
Authorization for Mayor to Execute Agreement. The Mayor is hereby authorized to execute an agreement between the Township of Chatham and the Borough of Madison containing the provisions set forth in Subsection b and the Township Clerk is hereby authorized and directed to attest such agreement and affix the municipal seal thereto.

Findings. The provisions of N.J.S. 40A:14-26 authorize the rendering of mutual fire aid by and between fire protection forces in the event of an emergency.
The provisions of N.J.S. 40A:14-156.1 authorize mutual aid agreements between municipalities upon the adoption of reciprocal ordinances.
In accordance with the foregoing statutory provisions the Township desires to enter into separate mutual aid agreements with the municipalities hereinafter mentioned for the provision of fire protection services in the event of an emergency.
b. 
Towns Listed; Provisions. Pursuant to N.J.S. 40A:14-26 and N.J.S. 40A:14-156.1 the Mayor and Township Clerk of the Township of Chatham in the County of Morris are hereby authorized to execute and attest separate mutual aid agreements with the Township of Berkeley Heights, the Township of Harding, the Township of Morris, the Borough of New Providence, the Township of Passaic and the City of Summit for the provision of fire protection services in the event of an emergency, such agreements to be subject to the following terms and conditions to be included in the agreements executed between the Township and the respective municipalities:
1. 
Each party agrees that in the event of a fire emergency within the municipal jurisdiction of the other party fire protection services and assistance will be provided upon request and to the extent reasonably possible without endangering persons or property within the municipality rendering such assistance.
2. 
All mutual fire aid rendered pursuant to the mutual aid agreement shall be provided without charge or expense to the municipality receiving such assistance. Each party to the mutual aid agreement acknowledges that in accordance with N.J.S. 40A:14-26 it shall be solely responsible for the provision of any and all salary and other benefits for its firemen, whether paid or volunteer, rendering assistance within the other municipality to the same extent as if such firemen were performing their duties within the municipality providing the assistance.
3. 
Any mutual aid agreement shall have an initial term of one year and shall be automatically renewed for additional and successive one year terms, unless and until one of the parties to the agreement elects to terminate the agreement by the adoption of an ordinance and the delivery of a copy of the ordinance to the Clerk of the other municipality.
c. 
A mutual aid agreement authorized by this subsection shall be entered into by the Township of Chatham in the County of Morris with a municipality named in Subsection 2-65.3 only after such municipality has adopted an ordinance authorizing such agreement, which ordinance shall contain provisions similar to those set forth in Subsections 1, 2, and 3.

a. 
Pursuant to and in accordance with N.J.S. 40A:14-26 the City shall enter into "Mutual Aid" agreements for assistance in fire emergencies with the following municipalities:
Chatham Borough
City of Summit
Millburn Township
b. 
The Mayor and Township Clerk are hereby authorized to sign the agreements after review and approval of the Township Attorney with the municipalities named above. A copy of the Agreement shall be maintained in the Office of the Township Clerk for public inspection.

a. 
Findings. The provisions of N.J.S. 40A:14-156 et seq., and N.J.S. 40:8a-1 et seq., authorize mutual aid agreements for the rendering of police assistance outside the normal territorial jurisdiction of the municipality; and
In accordance with the foregoing statutory provisions, the Township Committee of the Township of Chatham wishes to enter into a mutual aid agreement known as the Morris County Regional Emergency Deployment System (MCREDS) to render supplemental law enforcement assistance in the event of an emergency, disaster or widespread crisis.
b. 
Provisions. Pursuant to N.J.S. 40A:14-156 et seq., N.J.S. 40:8a-1 et seq., and as otherwise provided by law, the Mayor and Municipal Clerk are hereby authorized to execute a mutual aid agreement with the County of Morris and the municipalities within the County of Morris for the provision of supplemental law enforcement assistance in the event of an emergency, disaster or widespread crisis, which agreement shall include, but not be limited to, the following terms and conditions:
1. 
Each party agrees that in the event of an emergency, disaster or widespread crisis within the municipal jurisdiction of any other party, the appropriate services and assistance will be provided upon request and to the extent reasonably possible without endangering persons or property within the municipality rendering such assistance.
2. 
All mutual aid rendered pursuant to mutual aid agreement and MCREDS Plan shall be provided without charge or expense to the municipality receiving such assistance. By executing the mutual aid agreement, each party acknowledges that it shall be solely responsible for the provision of any and all salary and other benefits for its personnel, whether paid or volunteer, rendering assistance within the other municipality, to the same extent as if such personnel were performing their duties within the municipality providing the assistance.
3. 
The mutual aid agreement shall have an initial term of one year and shall be automatically renewed for additional and successive one year terms, unless and until the Township of Chatham or one of the parties thereto elects to terminate the agreement by providing prior written notice to the other parties to the agreement, provided that the withdrawal of one party shall terminate the agreement as to that party only.

a. 
Statutory Authorization; Agreement on File. Pursuant to the provisions of N.J.S. 40:8A-1 et seq., the Township is hereby authorized to enter into an agreement with the County of Morris for the joint use by the Township and other municipalities in the County of Morris of administrative services and facilities of the office of Purchasing Agent of the County of Morris appropriate to the procurement of certain materials, supplies and equipment which may be determined to be required from time to time by the Township and which the Township may otherwise lawfully purchase for itself. The services and facilities of the office of County Purchasing Agent shall be provided without cost to the Township and all bidding shall take place in accordance with the law. The agreement is on file in the office of the Clerk and is made a part hereof by reference and may be inspected at any time.
b. 
Authorization of Mayor and Clerk. The Mayor and Township Clerk of the Township are hereby authorized and empowered to execute, on behalf of the Township of Chatham, the agreement with the County of Morris.

a. 
Findings. Section 10(b) of the Local Public Contracts Law, N.J.S. 40A:11-10(b), authorizes the Township to enter into an agreement with the Board of Education of the Township for the joint purchase of work, materials and supplies.
It is proposed that the Township and the Board of Education enter into an agreement for the joint purchase of materials and supplies, and a copy of the proposed Agreement is marked Appendix A, attached hereto and made a part hereof.
It is deemed by the Township Committee to be in the best interest of the Township to enter into such proposed joint purchase agreement.
b. 
Authorization for Mayor and Clerk. The Mayor and Clerk are hereby authorized and directed to execute and attest on behalf of the Township of Chatham the Agreement between the Township and the Board of Education of the Township of Chatham in the form marked Appendix A, a copy of which has been filed and is open to public inspection at the office of the Township Clerk, Township of Chatham, Township Hall, 24 Southern Boulevard, Chatham, New Jersey.
c. 
Effective Date. This authorization shall take effect upon publication of the notice of final adoption and the adoption of a Resolution by the Board of Education of the Township of Chatham authorizing execution by the Board of the Agreement marked Appendix A.

a. 
Contract on File. It is hereby found and declared to be in the best interest of the Township of Chatham to enter into a proposed contract with the Township of Harding pursuant to the Interlocal Services Act, N.J.S. 40A:8A-1 and following, under the terms of which the Township will provide emergency dispatching services to the Township of Harding upon the terms and conditions and for the consideration set forth in the proposed contract. The proposed contract is entitled "Interlocal Services Contract for Emergency Dispatching Services" and a copy of the contract has been filed and is open to public inspection at the office of the Township Clerk of the Township of Chatham, Township Hall, 24 Southern Boulevard, Chatham Township, New Jersey.
b. 
Contract Legal and Binding Obligation. The Mayor of the Township of Chatham is hereby authorized and directed to execute on behalf of the Township of Chatham the "Interlocal Services Contract for Emergency Dispatching Services" referred to in Subsection a of this subsection and the Township Clerk is hereby authorized and directed to attest such contract and to affix the corporate seal thereto, and when so executed and attested the contract shall be a valid and legally binding obligation of the Township of Chatham in accordance with the terms thereof, and the proper officials of the Township of Chatham are hereby authorized and directed to perform any and all acts necessary to carry out such contract.
c. 
Effective Date. The contract shall take effect upon publication of the notice of final adoption and the adoption of an ordinance by the Township authorizing execution of the contract entitled "Interlocal Services Contract for Emergency Dispatching Services" by the Township of Harding.

a. 
The Township Committee hereby approves a certain intermunicipal agreement on file in the office of the Township Clerk between the Township of Chatham and the Township of Parsippany-Troy Hills pursuant to which the Township of Parsippany-Troy Hills agrees to treat up to 75,000 gallons per month of wet sludge generated by the Township of Chatham with a maximum peak rate of 15,000 gallons per day, an average of 15,000 gallons per week, and a minimum charge based on 10,000 gallons per week.
b. 
The Mayor and Township Clerk are hereby authorized to execute the agreement.
c. 
The Township Clerk is hereby directed to retain on file copies of the agreement for inspection by the public in accordance with N.J.S. 40:8A-4.

a. 
N.J.S. 40A:11-11(5) authorizes contracting units to establish and enter into a Cooperative Pricing Agreement; and the Township of Chatham, County of Morris, State of New Jersey is desirous of entering into the agreement. The Township of Cranford has agreed to serve as the Lead Agency for a Cooperative Pricing Agreement with local governmental units within the County of Union and adjoining counties who may desire to become "Participating Contracting Units."
b. 
The Township Committee hereby authorizes its participation in the Cooperative Pricing System to be known as the Police Cooperative Pricing Agreement with the Township of Cranford serving as the Lead Agency.
c. 
The Township of Chatham is hereby authorized to enter into separate Cooperative Pricing Agreements with participating governmental units and the agreements shall be deemed a single agreement.

a. 
Findings. N.J.S.A. 40A:14-156.1 provides that the governing bodies of two or more municipalities may by reciprocal ordinances enter into agreements with each other for mutual police or fire aid in case of emergency. N.J.S.A. 40:8A-1 et seq. provides that the governing bodies of two or more municipalities may by resolution enter into interlocal service agreements. The Chief of the Chatham Township Police Department desires to enter into such agreements with surrounding police departments. The Chatham Township Police Department and most other police departments have contractual provisions with their officers permitting off-duty employment, including but not limited to construction traffic duty for third parties when such work is provided through the police department and the officer is paid by the third party and there may be times when there are no local officers available to perform off-duty traffic duty for third parties.
b. 
The Mayor and Township Clerk are hereby authorized to execute the mutual aid agreements with Chatham Borough, City of Summit, Madison Borough, Borough of New Providence, Township of Berkeley Heights, Town of Morristown, Morris Township, Long Hill Township, Harding Township, Warren Township, and Bernards Township, copies of which are attached hereto and incorporated herein by reference.[1]

c. 
The Mayor and Township Clerk are hereby authorized to execute the police interlocal service agreements with Chatham Borough, City of Summit, Madison Borough, Borough of New Providence, Township of Berkeley Heights, Town of Morristown, Morris Township, Long Hill Township, Harding Township, Warren Township, and Bernards Township, copies of which are attached hereto and incorporated herein by reference.[2]

a. 
Any professional service entity or other business entity providing services to Chatham Township shall be subject to a fair and open process. That fair and open process shall be as set forth in Subsection b below which shall establish the criteria for the fair and open process.
b. 
The fair and open process established by Chatham Township shall require the following:
1. 
Any professional position or service contract not subject to bidding that shall expire as of December 31 of that calendar year shall be advertised by the Township Committee, appointing authority or board as the case may be, in the official newspaper of Chatham Township for publication of notices, not later than November 10. The published notice shall set forth the name of the position or contract which is to become open and set forth the criteria to be considered and materials required to be submitted by the applicant.
2. 
The applicant shall submit a resume which shall set forth information, including, but not limited to, the following (as applicable to a business entity or individual professional):
(a) 
Full name and business address.
(b) 
A listing of all post high school education of the applicant.
(c) 
Dates of licensure in the State of New Jersey and any other state.
(d) 
A listing of any professional affiliations or memberships in any professional societies or organizations, with an indication as to any offices held therein.
(e) 
The number of licensed professionals employed by/affiliated with the business entity or the business entity which employs the applicant.
(f) 
A listing of all special accreditations held by the individual licensed professional or business entity.
(g) 
A listing of all previous or current public entities served by the business entity or licensed professional, indicating the dates of services and position held.
c. 
The Township Committee, appointing authority or board shall thereafter select the professional or business entity for the position so advertised based upon the most advantageous proposal, price and other factors considered which shall thereafter be confirmed or approved as required by resolution or ordinance.
d. 
If due to an emergency or circumstances not anticipated, the Township may appoint a professional without advertising if the circumstances demand immediate action.
