In order to protect the public health, safety and general welfare, it is necessary to provide adequate access for fire fighting and other emergency vehicles to the residential buildings in the Villages of Briarwood, Coachlight Square and Sutton Woods.
By reason of the widths of the roads in the Villages of Briarwood, Coachlight Square and Sutton Woods, the parking of motor vehicles along the roads may interfere with adequate access to residential buildings by emergency vehicles.
The Briarwood-Coachlight Square Homeowners' Association and the Sutton Woods Homeowners' Association, which won and maintain the roads in their respective villages, have requested the Township Committee to adopt enforceable Township regulations to prohibit the parking of motor vehicles along the roads in the Villages of Briarwood, Coachlight Square and Sutton Woods.

a. 
No motor vehicles as defined in Title 39 of the New Jersey Statutes Annotated shall be parked at any time at any portion or part of the pavement of Avon Court, Canterbury Road, Coachlight Drive, Eden Road, Kensington Road, Lexington Court or Sentinel Court in the Villages of Briarwood or Coachlight Square, provided, however, that parking shall be permitted in the designated parking area along the northerly side of Canterbury Road beginning at a point which is 415 feet northerly of the intersection of the centerlines of Canterbury Road and Coachlight Drive and continuing to a point which is 540 feet northerly and easterly of such intersection.
b. 
No motor vehicles as defined in Title 39 in New Jersey Statutes Annotated shall be parked at any time on the northerly side of Riveredge Drive or the southerly side of Terrace Drive in the Village of Sutton Woods.

Regulatory signs at all entrances from public streets to the Villages of Briarwood and Coachlight signs shall be erected and maintained which read "No Parking Any Street Except Designated Areas." Signs which read "Parking Permitted Between Signs shall be erected and maintained for purposes of designating the area in which parking shall be permitted along Canterbury Road. Signs which read "No Parking Permitted Between Signs" or "No Parking Anytime" shall be erected and maintained for purposes of designating the area in which parking shall be prohibited along the northerly side of Riveredge Drive and the southerly side of Terrace Drive in the Village of Sutton Woods. All signs shall comply in size, shape, form and color with the standards established by Title 39 of the New Jersey Statutes and any pertinent regulations promulgated thereunder.
