No owner, agent of owner, real estate agent or broker, firm, company, partnership, corporation or person or persons shall open an existing commercial swimming pool unless the swimming pool has a valid bonding and grounding certificate and a valid electrical certificate of approval. No electrical certificate of approval will be issued unless there is a valid bonding and grounding certificate in existence. The bonding and grounding certificate shall be valid for a period not to exceed five years from the date of its issuance. The electrical certificate of approval must be renewed annually with the Code Enforcement Department of the Borough of Matawan. Should there exist a defective electrical condition or conditions at the pool premises, they shall be repaired by a New Jersey licensed electrical contractor. There shall be an annual inspection fee prior to the pool being used of $50.
