City Official, Police or designee of the Board shall supervise
all inspections or violations.

Whenever a complaint is made to the City Official of the existence
of an unfit or substandard building, the official shall cause said
building to be inspected. Upon the discovery of an unfit or substandard
building, the inspecting officer shall submit a report of the building
to the City, owner, renter or lesser describing the conditions and
request for repair or abatement. Photographs and findings may be included
in said report.

The official shall make all of the required inspections, or
shall accept reports of inspection by approved agencies or individuals.
All reports of such inspections shall be in writing and be certified
by a responsible officer of such approved agency or by the responsible
individual. The City Official is authorized to engage such expert
opinion as deemed necessary to report upon unusual technical issues
that arise, subject to the approval of the appointing authority.

The official is authorized to enter the structure or premises
at reasonable times to inspect subject to constitutional restrictions
on unreasonable searches and seizures. If entry is refused or not
obtained, the official is authorized to pursue recourse as provided
by law.

The official shall issue all necessary notices, orders or summons to ensure compliance with this Chapter as outlined Article V of this Chapter.

A.
Determination
Of Building Fitness. In reaching a judgment that a building is unfit,
or in need of repair the inspector shall consider:
1.
Dilapidation.
2.
Disrepair, including but not limited to paint, siding gutters, doors
or windows.
3.
Structural defects.
4.
Defects increasing the hazards of fire, accidents or other calamities,
such as parts standing or attached in such a manner as to be likely
to fall and cause damage or injury.
5.
Inadequate ventilation.
6.
Uncleanliness.
7.
Inadequate light.
8.
Inadequate sanitary facilities.
9.
Inadequate drainage.
10.
Substandard conditions.
11.
Broken, missing or inoperable windows, screens, doors, steps, railings,
fire detectors/alarms.
12.
Improperly vented appliances, stoves or heaters which use gas, wood
or other combustible material that requires venting to the exterior.
If these or other conditions are found to exist to an extent
dangerous or injurious to the health or safety of the building's occupants,
or the occupants of neighboring buildings or of other residents of
the City of Jonesburg, and or the building has been damaged by fire
or other calamity, the inspector shall declare the building a nuisance
and order the abatement of the nuisance in compliance with this Chapter.

B.
Restoration
Or Repair.
1.
An undertaking by a party in interest to restore or repair an unfit
building entered into at or prior to the determination of building
fitness by the inspector, creates a presumption that the building
or premises can be reasonably repaired. The Building Inspector may
then grant additional time in accordance with this Chapter.
2.
The failure to accomplish such an undertaking is grounds for the Building Inspector to order abatement of the nuisance or if the building is in such poor condition refer the building to Chapter 505, Dangerous Buildings. If by reason of any of the above conditions a building is unfit, but no public necessity is found for its immediate demolition, the Building Inspector may take other action, such as causing the property to be cleaned, cleared, vacated, secured or otherwise repaired, which will promote the public health, safety or general welfare.

A.
Substandard
Criteria. In reaching a judgment that a building or premises is substandard,
the Building Inspector shall be guided by such factors as:
1.
Structural soundness.
2.
Improper sanitation.
3.
Improper safety.
4.
Improper weatherproofing.
8.
Fire hazard, including any building, device, apparatus, equipment,
combustible waste or debris, or vegetation which may cause fire or
explosion or provide fuel to augment the spread or intensity thereof.
9.
Nuisance(s) as determined or defined in any Section of this Chapter.
B.
Remedial
Action. If these or similar conditions are found to exist, the Building
Inspector shall declare the building a nuisance and order the building
or premises repaired, cleaned, cleared or otherwise brought into compliance
with current City Ordinances, and may order the property vacated and
secured as completely as possible pending such repair or other action.
