a. 
Prior to issuance of any certificate of occupancy, the proposed landscape as shown on the approved landscape plan must be installed, inspected and approved by a Certified Landscape Architect appointed by the Borough. The Borough Landscape Architect shall take into account seasonal considerations in this regard as follows:
1. 
The planting of trees, shrubs, vines or ground cover as required by or associated with a subdivision approval by the Planning Board shall be installed during the following fall and spring planting season:

Group 2: Plants not at great risk, but avoid late planting. These are best planted in late August or September: they may have trouble if planted later.

3. 
Any plants installed in conflict with this requirement must receive written approval of the Borough Landscape Architect, prior to planting. Failure to comply with these requirements will require removal of the plantings in question. This requirement does not apply to seeding or sodding or plantings specifically for soil stabilization purposes. The plantings associated with any lot given a certificate of occupancy outside these periods shall be provided during the previous or next appropriate season.
b. 
All plantings shall be made in a manner consistent with the instructions and graphics set forth in the following planting details.
a. 
For all landscaped areas, the following inspection procedures shall be followed.
1. 
Prior to the installation of any plant material, all fine grading shall be approved by the Borough Landscape Architect and Borough Engineer.
2. 
After approval of the fine grading, the location of all plant material shall be staked for the approval of the Borough Landscape Architect.
3. 
Following installation of all improvements and installation of all plant materials, and prior to Certificate of Occupancy, a site inspection shall be made by the Borough Landscape Architect to verify compliance with all provisions of the Landscape Requirements Chapter.
4. 
Subsequent to landscape installation and until release of performance bonds, the Borough of Roosevelt shall have the right to inspect all landscape areas for conformance to the approved plans, proper installation and maintenance, and performance of landscape material.
