The Borough of Roosevelt has been listed on the National Register of Historic Places by the Heritage Conservation and Recreation Service of the United States Department of the Interior; and
The official national designation of the entire Borough as a historic site was awarded on the following interrelated areas:
Politics/Government
Social/Humanitarian
Art
Architecture
Community Planning
The community has expressed its strong continuing interest in maintaining the greenbelt concept which, in the words of the successful application for designation as a historic site, allows Roosevelt to "claim Garden City idea, espoused by Ebenezer Howard of England."
The pioneering importance of Roosevelt's greenbelt design to community design in New Jersey has been acknowledged in the 1972 publication of the New Jersey Department of Community Affairs entitled "Another Way: Clustering, Planned Unit Development, New Communities."
It is important to acknowledge and maintain the status accorded the Borough of Roosevelt by the State and national governments by enacting a local historic district ordinance.

Except as stated below, words, terms, and phrases shall be defined in accordance with Article II, Definitions, of the Borough of Roosevelt Zoning Ordinance. In the event of uncertainty, the Planning Board shall decide and may call in experts to assist it in its determination.
DEMOLITION
Shall mean the razing of any structure.
HISTORIC DISTRICT
Shall mean the entire area encompassed within the municipal boundaries of the Borough of Roosevelt.
IMPROVEMENT
Shall mean any structure or part thereof constructed or installed upon real property by human endeavor and intended to be kept at the same location for a period of not less than sixty continuous days.
PRINCIPAL HISTORIC STRUCTURE
Shall mean any building constructed between 1936 and 1939 for use as dwelling, factory or school, as well as any additional buildings in the Historic District so designated by Council upon recommendation by the Historic Preservation Commission.
PUBLICLY OWNED GREEN SPACES
Shall mean property designated on tax map as belonging to the Borough of Roosevelt.
a. 
This chapter shall be administered by the Planning Board of the Borough of Roosevelt whose responsibility shall be discharged through its administrative powers as set forth in the New Jersey Municipal Land Use Law as it may be amended.
b. 
In exercising its responsibilities, the Planning Board shall function as the Historic Preservation Commission of the Borough of Roosevelt.
c. 
In its capacity as Historic Preservation Commission, the Planning Board shall have the following responsibilities:
1. 
To carry out the subdivision and site plan review function delegated to it by Borough Code Chapter 21, Subdivision and Site Plan. The Commission shall take into account the philosophy and objectives of this chapter. Attention shall be paid to the continuation of the community's historic greenbelt design, cluster development, and the natural constrains imposed by the municipality's environmental features;
2. 
To review all new structures for conformity to the Borough of Roosevelt Zoning Ordinance before a building permit may be issued for such structure;
3. 
To propose to the Borough Council such regulations and procedures as may be necessary for the effective performance of the duties herein assigned;
4. 
To collect and disseminate material on the importance of historic preservation and techniques for achieving same;
5. 
To collect and disseminate materials and methods of performing alterations and modification to structures within the Historic District in a manner consistent with the historic character of the community.

a. 
Demolition of any principal historic structure is hereby prohibited except in the case when, in the judgment of the Construction Official or Housing Inspector, a structure has become unusable and is unable to be restored.
b. 
Land established as publicly-owned green space shall remain as such in perpetuity.
c. 
Any application for subdivision or site plan approval shall be consistent with open apace and greenbelt site planning concept cited in the Borough's Historic District Designation and as expressed in, but not limited to, the residential cluster standards of the Borough of Roosevelt Zoning Ordinance.
All land development on lot smaller than 100,000 square feet shall contain open space areas consistent in their size and configuration with the site planning concept characteristic of the historic district. To this end, the Planning Board shall specify, with regard to such application, the areas within the tract submitted for approval to be set aside for open space, based on criteria similar to those used to determine the location of open spaces in the initial site plan for the Historic District. It shall also consider other features of the site plan necessary to ensure compatibility of new development with the existing character of the Historic District.
a. 
Any person, firm or corporation violating any provision of this chapter, shall be subject to the penalties as set forth in the Borough of Roosevelt Zoning Ordinance in Section 11.730.
b. 
In the event that any action which would adversely change the Historic District, such as demolition, is about to occur without the permit as delineated in Section 11.100 et seq. of the Borough of Roosevelt Zoning Ordinance, the Zoning Officer is hereby authorized to apply to the Superior Court of New Jersey for such injunctive relief as is necessary to prevent permanent damage to the Historic District from taking place.
In the event that any portion of this chapter is found to be invalid for any reason by any court of competent jurisdiction, such judgment shall be limited in its effect only to the portion of the chapter actually adjudged invalid, and shall not be deemed to affect the operation of any other portion herein.
