The Planning Board heretofore established in the Borough of Roosevelt is continued and shall consist of nine members. It shall have and exercise the powers set forth in Section 16 of P.L. 1975, c. 291, as amended (N.J.S.A. 40:55D-25). Pursuant to Section 14 of P.L. 1975, c. 291, as amended (N.J.S.A. 40:55D-23), the membership shall consist of the following four classes:
Class I - The Mayor;
Class II - An official of the municipality other than a member of the Borough Council, to be appointed by the Mayor for a term of one year;
Classes III - Members of the Borough Council appointed by the Borough Council for a term of one year;
Class IV - Six other citizens of the municipality, to be appointed by the Mayor for terms of four years, except as otherwise provided herein, who shall hold no other municipal office, position or employment, except that one Class IV member may be a member of the Board of Education and one Class IV member shall be a member of the Environmental Commission. The term of Class IV member who is also a member of the Environmental Commission shall be for three years or terminate at the completion of such member's term of office as a member of the Environmental Commission, whichever occurs first. If the member of the Board of Education is appointed as Class IV member and such member ceases to be a member of the Board of Education before the expiration of the term for which he or she was appointed to the Planning Board, membership on the Planning Board shall terminate at the same time as member ship on the Board of Education and that seat shall be filled for the unexpired term in the same manner as any other Class IV vacancy. The initial term of the two Class IV members added to the Planning Board as a result of the expansion from seven to nine members pursuant to this ordinance shall terminate on January 1, 1994 and January 1, 1995, respectively.

Pursuant to Section 13 of P.L. 1979, c. 216 (N.J.S.A. 40:55D-23.1), there shall be four alternate members of the Planning Board, appointed by the Mayor for term of two years, who shall have the same qualifications as the Class IV members and shall be designated at the time of appointment as "Alternate No. 1", "Alternate No. 2", Alternate No. 3 and Alternate No. 4. The initial term of "Alternate No. 3" and "Alternate No. 4" shall terminate on January 1, 2007 and January 1, 2008 respectively.

All other powers and duties of the Planning Board not specifically designated in this article shall be as set forth in Borough Ordinance 21 as it may be amended.

As provided by N.J.S.A. 40:55D-17(a) any interested party may appeal to the Borough Council any final decision of the Planning Board approving an application for development pursuant to N.J.S.A. 40:55D-70d. Such appeal shall be made within 20 days of the date of publication of such final decision, and shall follow such additional procedures set forth in N.J.S.A. 40:55D-17.
