There is hereby created the Board of Health of the City of Owensville, to be composed of one (1) physician, one (1) veterinarian and one (1) member of the Board of Aldermen to be appointed by the Mayor, with the approval of the Board of Aldermen, for a term of two (2) years, and until their successors are elected and qualified, and the Mayor shall be an ex officio member of the Board. In case of a vacancy in the Board, the same shall be filled by appointment by the Mayor, with the approval of the Board of Aldermen.

Said Board shall have power to adopt rules and regulations for its government, not in conflict with law or ordinances. They shall exercise a general supervision over the health of the City, and may cause the City Marshal to enter any private enclosure and examine any cellars, drains, privies, stables, gutters, sinks, ponds or other parts of property which may, in the opinion of the Board of Health, be injurious or dangerous to the public health, and such City Marshal shall make a report thereon to the Board. Said Board shall have power to declare and abate nuisances; shall establish and control any quarantine which, in the opinion of the Board, may become necessary for the protection of the health of the inhabitants of the City. Said Board may, whenever in its judgement the dictates of humanity require, relieve the necessities of the destitute sick, who may be found within the City, by causing such persons to receive proper medical treatment or nursing, the cost thereof to be paid by the City out of its General Funds.
