The provisions of this Title prohibiting the standing or parking of a vehicle shall apply at all times or at those times herein specified or as indicated on official signs except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a Police Officer or official traffic control device.
The provisions of this Title imposing a time limit on parking shall not relieve any person from the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles in specified places or at specified times.
When signs are erected giving notice thereof, no person shall park a vehicle at any time upon any of the streets described by ordinance.
When signs are erected in each block giving notice thereof, no person shall park a vehicle between the hours specified by ordinance on any day except Sundays and public holidays within the districts or upon any of the streets described by ordinance.
When signs are erected in each block giving notice thereof, no person shall stop, stand or park a vehicle between the hours specified by ordinance on any day except Sundays and public holidays within the district or upon any of the streets described by ordinance.
Whenever by this Title or any ordinance of the City any parking time limit is imposed or parking is prohibited on designated streets, it shall be the duty of the City Traffic Engineer to erect appropriate signs giving notice thereof and no such regulations shall be effective unless said signs are erected and in place at the time of any alleged offense.
In cases where an equally direct and convenient alternate route is provided, an ordinance may describe and signs may be erected giving notice thereof that no persons shall operate any commercial vehicle upon streets or parts of streets so described except those commercial vehicles making deliveries thereon.

B. 
Pickup And Delivery. Truck traffic restricted to truck routes may depart from such truck routes when it is necessary to load or unload at locations situated off designated truck routes; provided, however, that such truck traffic shall leave any designated truck route which is nearest the applicable place of loading or unloading by the most direct route possible.
C. 
Erection Of Signs. The Board of Aldermen shall cause the erected appropriate signs and markings advising motorists of truck traffic restrictions established by this Section, but it is specifically provided that the absence of such signage or markings shall not affect the validity of this Section or the enforcement of provisions hereof.
D. 
Penalty. Any person, firm, company, or corporation who shall violate any provision of this Section shall be guilty of an ordinance violation and, upon conviction thereof, shall be subject to a fine as set out in Section 100.220 of this Code and such offense shall be deemed to be a separate violation and punishable as a second offense.

A. 
It shall be unlawful to drop off and/or park any trailer or licensed commercial vehicle licensed for more than twenty-four thousand (24,000) pounds gross weight upon the City streets, alleys and rights-of-way or any parking lot maintained by the City of Owensville other than that specified within Subsection (B) of this Section, unless said vehicle is actively delivering or receiving commercial goods and there is no practical alternative for said delivery. The intent of this Section is to prevent the obstruction of normal traffic flow and to prevent unnecessary repairs and maintenance to the City streets, alleys, rights-of-way and parking lots within the City of Owensville.
B. 
There is hereby established a parking lot to be used for the parking of commercial motor vehicles licensed for more than twenty-four thousand (24,000) pounds gross weight subject to the restrictions as hereinafter set forth. Said paid lot to be located on the property owned by the City of Owensville as per the description on Exhibit "A," which is on file in the City office and is incorporated by reference herein.
C. 
The following restrictions should apply to the parking of such commercial vehicles on the above described lot:
1. 
Only those vehicles used or operated by residents of the City of Owensville, Missouri, shall be authorized to park vehicles on said lot;
2. 
No repair work shall be performed on any vehicle while parked on said lot;
3. 
No vehicle shall be allowed to have its engine running while on said lot except for the normal engine running necessary to park and remove a vehicle from said lot;
4. 
Vehicles may only be parked on the lot in the designated area in the manner directed.
D. 
There shall be no charge for the parking of such vehicle on said lot. The City assumes no responsibility for any loss which occurs to any vehicle while parked on said lot.
E. 
In addition to all other penalties provided for the violation of this Title, any vehicle which is parked in violation of this Section shall be subject to being towed and stored at the owner/operator's expense.
