The records, personnel, property, functions, powers and duties
of the Borough are transferred as of July 1, 1985, to the departments,
offices and agencies established by this chapter. The Administrator
is hereby granted authority to structure the internal organization
of each office, department or division within available budget appropriations,
subject only to the provisions of this chapter, the Charter and State
Statutes.

a. The appropriations in the Borough budget for 1985 are hereby transferred
as of July 1, 1985, to the departments, offices or agencies to which
they pertain, pursuant to the above; and the unencumbered balances
thereof shall continue to be available for the objects and purposes
for which they were adopted.
b. As soon as possible after adoption of this chapter, the Borough Council
shall, by resolution, request the Director of Local Government Services
to conform the titles, text and amount of appropriations in the adopted
budget to the organization set forth herein, provided that no appropriation
for debt service, contingent expenses, deferred charges, statutory
expenditures, judgments or reserves shall be reduced or limited thereby.
