There shall be the following departments, boards and commissions in the Borough:
A. 
Departments.
1. 
Department of revenue and finance;
2. 
Department of public works;
3. 
Department of public safety;
4. 
Department of water and sewer;,
5. 
Department of parks and recreation;
6. 
Department of public property and community affairs;
B. 
Boards and Commissions.
1. 
Joint environmental commission;
2. 
Municipal court;
3. 
Land use review board.

The chairman and committee of a department, as the case may be, subject to the code and the approval and the direction of the mayor and entire council shall:
A. 
Prescribe the internal organization of the work of his or her department.
B. 
Direct and supervise subordinate officers and employees of the department and make, alter and enforce individual work assignments.
C. 
Approve or disapprove payrolls, bills and claims chargeable to departmental appropriations.
D. 
Maintain such records of work performance and unit costs thereof as may be approved or required by the mayor and council.
E. 
Provide such information and reports on the work of the department as may from time to time be required by the mayor and council.
F. 
Exercise such other or different powers of administrative supervision and direction as the mayor and council may delegate to him or her.
G. 
Promulgate such rules and regulations as may from time to time be necessary to implement legislative policy dictated by the Borough council which regulations shall be filed with the municipal clerk and thereupon become effective.
H. 
Hire from time to time as necessary, temporary employees as it may choose, by resolution. The terms and functions for such temporary employees shall be set forth in such resolution.
I. 
The Borough council may create such permanent or temporary advisory committees as it may choose by resolution.
