There shall be a department of public works, the head of which shall be appointed by resolution of the Borough council at the annual reorganization meeting or at such other meeting as the Borough council deems fit. The head of the department shall have the title of "public works superintendent."

Within the department of public works there shall be a division of streets. Under the direction and supervision of the public works superintendent, the division shall:
A. 
Maintain and repair all Borough streets, bridges, culverts and drains;
B. 
Construct and reconstruct streets, roads, bridges, culverts and drains; treat road surfaces and resurface streets and roads according to such standards and schedules as directed or approved by the Borough engineer;
C. 
Maintain all Borough streets in a clean and safe condition, free of obstructions and hazards, and remove snow and ice therefrom as required;
D. 
Recommend to the Borough engineer appropriate plans for street improvement and use to satisfy traffic requirements;
E. 
Install, repair and maintain street traffic signs, lines and markers, and check for street light outages.

There shall be a division of buildings and grounds within the department of public works, the head of which shall be the public works superintendent. Under the supervision and direction of the public works superintendent, the division shall:
A. 
Trim, plant, care for and preserve public parks, greens, grounds and trees in the public ways, including grass cutting, watering and sprinkler maintenance;
B. 
Maintain and repair playing fields and playgrounds and recreational facilities;
C. 
Maintain and repair the area of the boat ramp and public waters, including bulkheading, as requested by and pursuant to the instructions of the mayor and council;
D. 
Be responsible for beach cleaning and maintenance of the ocean beaches and bay bathing beach, including dune fencing, benches, walkways, trash containers and operation and maintenance of beach cleaning equipment;
E. 
Install banners and electrified pole decorations on poles on Borough streets;
F. 
Construct and maintain bathroom facilities in park areas, as requested by mayor and council;
G. 
Construct other facilities as requested by mayor and council;
H. 
Provide barricades and special equipment as needed for special events.

Within the department of public works there shall be a division of garage operation and vehicle maintenance. Under the direction and supervision of the public works superintendent, the division shall:
A. 
Operate or supervise the operation of a garage or garages for the storage, servicing, repair and maintenance of Borough owned vehicles;
B. 
Supervise any work done by contract for the storage, repair, servicing and maintenance of Borough owned motor vehicles or equipment;
C. 
Control the maintenance of motor vehicles owned by the Borough by maintaining individual vehicle records of mileage, costs or operation and maintenance and replacement schedules;
D. 
Obtain fuel for Borough operated vehicles as necessary and maintain records of fuel usage.
