[Prior code § 7-3.1]
The provisions of this chapter imposing a time limit on parking shall not relieve any person of the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in R.S. 39:4-138, any other New Jersey statute or as hereinafter provided.

A. 
Whenever snow has fallen and the accumulation is such that it covers the street or highway, no vehicle shall be parked on the following main-traveled or major roadways or portions of roadways:

The parking prohibitions listed in Subsection A above shall remain in effect after the snow has ceased until the streets have been plowed sufficiently and to the extent that parking will not interfere with the normal flow of traffic.
C. 
Upon the declaration of an emergency, there shall be no parking upon streets or sections of streets where temporary "Emergency No Parking" signs are displayed. The chief of police or, in his or her absence, the ranking police officer is authorized to declare an emergency and to direct the posting of "Emergency No Parking" signs when weather conditions, accidents, fires, public celebrations, etc., dictate or require the avoidance of hazards or other conditions which interfere with the free flow of trade. Notification that "Emergency No Parking" signs are being or will be posted shall be given to the operator or owner of any vehicle which has been parked prior to the posting of the signs.
D. 
Any unoccupied vehicle parked or standing in violation of this section shall be deemed a nuisance and a menace to the safe and proper regulation of traffic and any peace officer may provide for the removal of such vehicle. The owner shall pay the reasonable costs of removal and storage which may result from such removal, before regaining possession of the vehicle.
E. 
The effectiveness of this section is contingent upon signs being erected as required by law.

No person shall park a vehicle at any time upon any of the streets or parts of streets described in Schedule I listed in Chapter 10.20.

No person shall park a vehicle for longer than the time limit shown and at any time between the hours listed on any day upon any of the streets or parts of streets described in Schedule II listed in Chapter 10.20.

Pursuant to the provisions of R.S. 39:4-140, the intersections described in Schedule III listed in Chapter 10.20 are designated as stop intersections. "Stop" signs shall be installed as provided therein.

No vehicle shall be parked at any time beyond the oceanside end of any street. The street end shall be designated on each street by a white line on the pavement and a sign indicating the prohibited area.

Pursuant to the provisions of R.S. 39:4-138, as amended by P.L. 2009, chapter 257, except when necessary to avoid conflict with other traffic or in compliance with the directions of a traffic or police officer or traffic sign or signal, no operator of a vehicle shall stand or park the vehicle in any of the following places:
A. 
Within 10 feet of the nearest crosswalk or sideline of a street or intersecting highway, except at alleys.
B. 
Within 10 feet of a "stop" sign.
C. 
Within 25 feet of a crosswalk or sideline of a street or intersecting highway or within 50 feet of a "stop" sign in a school zone during hours when school is in session.

A. 
Parking of any vehicle in the parking lot located on the easterly side of the Municipal Building, between Sixteenth and Seventeenth Streets in the Borough, shall be permitted only for the purpose of transacting business in the United States Post Office, contained in such Municipal Building, or in the municipal offices, also contained in such building. No vehicle shall be permitted to be parked in such lot for a period in excess of two hours. Parking shall be limited to conventional passenger vehicles, registered as such, and the parking of any commercially-registered motor vehicle is strictly prohibited in such lot.
B. 
Parking in the parking lot, lying westerly of the Municipal Building, between Sixteenth and Seventeenth Streets in the Borough shall be limited to persons transacting business in the United States Post Office or the municipal offices located in such building. All commercially-registered vehicles having business in either the United States Post Office or the municipal offices located therein shall park in this lot. All persons having business with either the United States Post Office or any municipal offices located in the Municipal Building, which business may require a period in excess of two hours shall be parked in this lot.

No person shall park a vehicle in a parking space designated and marked as being set aside for the physically handicapped in any parking facility unless said vehicle shall have affixed thereto an identification certificate or marker issued by the New Jersey Director of the Division of Motor Vehicles or any other State Division of Motor Vehicles.
This shall include a handicapped parking space designated between 128 and 130 East 4th Street and 101 East 5th Street.
Pursuant to the provisions of R.S. 39:4-140, the intersections described in Schedule VII listed in Chapter 10.20 are designated as yield intersections. Yield signs should be installed as provided therein. (Added in supp. no. 1 by directive from the Borough)

Pursuant to the provisions of R.S. 39:4-140, the intersections described in Schedule VIII listed in Chapter 10.20.080 are designated as multi-way intersections. Stop signs should be installed as provided therein.

No person shall stop, stand or park any vehicle on a public street in such a manner or under such conditions as to create a danger or hazard to the public.
