A.
The following rules and regulations shall be observed with respect
to the operation of motor vehicles on the strand or beach of this
Borough:
1.
No vehicle (except municipal, state or federal vehicles) shall be
operated on the strand or beach front during the period from the second
Saturday in May to the last Saturday in September, unless as otherwise
provided by the adoption of a resolution of the governing body.

2.
No vehicle shall be operated on the strand or beach front at a speed
in excess of 20 miles per hour.
3.
Only motor vehicles equipped with four-wheel drive, bearing current
registration certificate, operated by licensed drivers and meeting
all state requirements shall be permitted on the strand or beach front.
4.
No such vehicle shall be operated on the sand dunes and all such
vehicles shall obtain access to the beach front from the public streets
only at places specifically designated by the Police Department.
5.
All such vehicles shall be required to maintain a reasonable distance
from congested bathing beaches or other areas where bathers, surf
fishers or others using the beach are present.
6.
No rubbish, debris or litter of any sort shall be discarded from
any vehicle while being operated on the ocean beach.
7.
No vehicle shall be operated on the beach front at night without
adequate lights.
8.
Every vehicle being operated on the beach shall be operated in a
safe, reasonable and careful manner at all times so as not to endanger
the lives and safety of other persons using the beach front.

A.
No motor vehicle may be operated on the strand or ocean beach front
of the Borough without first having obtained a permit. Application
shall be made to the Borough on a form provided by the Borough for
the purpose, which application and form shall state the applicant's
name, address, driver's license number, the make, model and year of
the vehicle for which a permit is sought, as well as the motor vehicle
registration number and state of registration of such vehicle, the
name and policy limits of the liability insurance carried on such
vehicle and the names and addresses of all persons who will be authorized
to operate such motor vehicle.

All permits shall be valid for the single authorized season set forth in § 10.24.010A1 ("authorized season") for which it was issued, the permits shall expire upon the termination of each authorized season, and new permits shall be required for each authorized season.

B.
The application shall be accompanied by a fee of $50.

1.
Any resident of the state who has been honorably discharged or released
under honorable circumstances from active service in any branch of
the Armed Forces of the United States and who has been declared by
the United States Department of Veterans Affairs, or its successor,
to have a service-connected disability of any degree shall be exempt
from the payment of the application fee.
C.
The permit shall be subject to revocation by the Judge of the Ship
Bottom Municipal Court for an infraction of or violation of any state
law or municipal ordinance.

The registration fee as required by this chapter may be waived
for fishing events sponsored by a nonprofit association or organization
upon adoption of a resolution of the governing body.
