1. 
On the following bridges and streets or parts of streets, by authority granted by § 4902(a) of the Vehicle Code, 75 Pa.C.S.A. § 4902(a), it shall be unlawful for any person or persons to drive any vehicle or combination having a gross weight in excess of the maximum prescribed below for that bridge or street or part of street, as the case may be:

Any person who violates any provision of this section shall be prosecuted under §§ 4902(a) and 4902(g-1) of the Vehicle Code, 75 Pa.C.S.A. §§ 4902(a), 4902(g-1) and, upon conviction, shall be sentenced to pay a fine of $150 plus $150 for each 500 pounds, or part thereof, in excess of 3,000 pounds over the maximum allowable weight, and costs.

When, in the opinion of the Chairperson of the Street Committee of the Borough, any Borough street would not, by reason of deterioration, rain, snow or other climatic conditions, be seriously damaged or destroyed, he may issue or cause to be issued a special hauling permit to enable motor vehicles, trailers or semitrailers with a gross weight in excess of 12,000 pounds to be operated over, upon and across such hard-surfaced street under the jurisdiction of the Borough of Thornburg.
4. 
Any person, firm or corporation or other entity desiring to operate such motor vehicles, trailer or semitrailer over, upon or across any hard-surfaced road under the jurisdiction of the Borough of Thornburg shall apply for a special hauling permit upon a form of application prepared by the Chairperson of the Street Committee and shall execute concurrently therewith a bond in form and amount as shall be determined by the Chairperson of the Street Committee, which bond shall be conditioned upon and shall and will, upon notice from the Borough, repair any damage to any road under the jurisdiction of the Borough of Thornburg, which damage shall have been occasioned as the result of the operation of such motor vehicle, trailer or semitrailer weighing in excess of 12,000 pounds, including body, chassis and load.

Each such application shall be accompanied by a special hauling permit fee in an amount as established from time to time by resolution of Borough Council. The permit shall remain in effect for six months after its issuance. The Borough Council, the Chairperson of the Street Committee or a duly authorized representative of the Borough Council may revoke the special hauling permit at any time that the Borough Council, in its sole and complete discretion, may determine for any reason whatsoever.
6. 
The limitations, restrictions and prohibitions set forth herein shall be designated by official signs erected and maintained at each entrance to the Borough.
7. 
The provisions of this section shall not apply to Police Department equipment, snowblowers, ambulances and building equipment owned by or operated by or on behalf of the Borough of Thornburg or owned and/or operated by any fire company or emergency medical services authority.

By reason of hazardous traffic conditions and other safety factors, by authority granted by § 4902(b) of the Vehicle Code 75 Pa.C.S.A. §§ 4902(b), it shall be unlawful for any person to drive any vehicle or combination in violation of the restriction prescribed below for that bridge or street or part of street.

2. 
Any person who violates any provision of this section shall be prosecuted under §§ 4902(b) and 4902(g)(1) of the Vehicle Code, 75 Pa.C.S.A. §§ 4902(a), 4902(g)(1) and, upon conviction, shall be sentenced to pay a fine of not less than $25 and not more than $100 and costs.

It shall be unlawful for any person to drive a vehicle other than a passenger car on any of the following streets or parts of streets, provided, nothing in this section shall prohibit any person from driving an emergency vehicle on any of those streets or parts of streets, or from driving on any of those streets or parts of streets a truck or other commercial vehicle making local deliveries to or pickups from premises located along that street or part of a street.
