The boundary limits of the Borough of Homestead are hereby established as a zone in which motor vehicles may remain standing without lights, and all highways within such boundary limits are hereby designated as highways where motor vehicles may remain standing without lights.
Wherever a space shall be marked off on any highway for the parking of an individual vehicle, every vehicle there parked shall be parked within the lines bounding such space.
No person shall park a vehicle upon any of the highways or parts thereof described below except at the angle designated and only within the painted stall lines. On all highways or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.

2. 
Parking of vehicles registered as truck, commercial and construction vehicles, school buses, trailers and motor homes, boats and boat trailers, except for loading or unloading, shall be prohibited upon any streets, alleys, ways, parking zones, and parking areas within Homestead Borough, except as set forth in Subsections 3, 4, and 5 below.

The prohibition contained in this section shall not apply to vehicles registered as trucks which are designated with a registered gross weight (RGW) of 7,000 pounds or less, but further provide that such trucks shall have no more than four wheels in contact with the road surface and shall not have dump mechanisms affixed to or as part of said vehicles.
4. 
The prohibition contained in this section shall also not apply to any vehicle owned and operated by a person with a handicap or disability residing in the Borough, when such vehicle has been modified for operation by the owner and which bears either a handicapped or disabled veteran license plate issues by the Pennsylvania Department of Transportation pursuant to the Vehicle Code, 75 Pa.C.S.A. § 1338(a) or 1342(a), and where a finding has been made by the Chief of Police that the owner's property lacks off-street parking space necessary to allow reasonable access for the owner into and out of said truck and/or to and from the truck and the owner's dwelling.
5. 
Vehicles with a RGW of less that 11,000 pounds, including commercial vehicles as defined in Subsection 6, may be marked in municipal lots.
6. 
For the purposes of this section, the term "commercial vehicle" includes, but shall not be limited to, any vehicle having a RGW in excess of 7,000 pounds, or having more than four wheels in contact with the road surface; or having a dump mechanism attached to or as a part of said vehicle; or a vehicle containing open or closed boxes or chests for carrying tools or equipment and/or racks of other means for carrying ladders, pipes, tools, or other equipment.
No person shall park a vehicle between the hours specified below on any day, except Saturdays, Sundays and holidays, upon any of the highways or parts thereof described below:

1. 
Parking prohibited at times scheduled for street cleaning and sweeping. During the period of April 15 through November 15 of each and every year, parking shall be prohibited on the streets in the Borough in accordance with the following schedule for such street cleaning and sweeping on the various streets. Signs shall be posted, designating the days and hours of such cleaning and sweeping during which parking is prohibited.
A. 
Every Tuesday and Thursday of the month, from 6:00 a.m. until 3:00 p.m.: Seventh Avenue, Eighth Avenue, Ninth Avenue and Amity Street.
B. 
Third and fourth Thursday of the month, from 8:00 a.m. until 1:00 p.m.: All other streets of the Borough, one side of the street to be swept in one month and the other side to be swept the next month, as designated by signs.
2. 
Penalty for violation. Any person who shall violate the provision of the parking prohibited at times scheduled for street cleaning and sweeping shall, upon conviction, be sentenced to pay a fine set by the fee schedule adopted by Homestead Borough Council and costs of prosecution, and in the event of the nonpayment of the fine and costs of prosecution within 15 days of the date of sentence, such person shall be subject to imprisonment for a period not exceeding 10 days.
