The office of Township Administrator in and for the Township of West Deptford is hereby created pursuant to law.
A. 
The Administrator shall be appointed by majority vote of the Township Committee.
B. 
The term of office of the Administrator shall be at the pleasure of the Township Committee, provided that he may be removed by a 2/3 vote of the whole Committee. The resolution of removal shall become effective three months after its adoption unless it is given immediate effect. In that case, the Committee shall cause to be paid to the Administrator forthwith any unpaid balance of his salary and his salary for the next three calendar months following adoption of the resolution.
C. 
During the absence or disability of the Administrator, he may appoint an Acting Administrator to perform the duties of the office. In the event, however, that the Administrator is absent or disabled for a period of time in excess of two weeks, the Township Committee may appoint an Acting Administrator to perform said duties.
D. 
On removal or resignation of the Administrator, the Township Committee shall, by resolution, appoint an Acting Administrator to serve at its pleasure or until an Administrator is appointed. Removal of an Acting Administrator shall be by majority vote of the whole Committee.
A. 
The salary of the Administrator shall be fixed and adopted by the Township Committee in the annual Salary Ordinance.[1] He shall receive no additional compensation for other positions whose titles he may hold but shall be reimbursed for all necessary expenses incurred in the performance of his office.

B. 
Unless otherwise provided, no person named as Acting Administrator shall receive compensation in addition to his regular salary while serving in such capacity. If the Township Committee by resolution increases the compensation of the Acting Administrator during his tenure, such increased compensation shall not exceed the maximum salary provided in the Salary Ordinance for the position of Administrator.
A. 
The Administrator shall be appointed on the basis of his executive and administrative qualifications. Previous responsible, successful experience in local government and possession of a master's degree in public administration, business administration or municipal management shall be considered.
B. 
The Administrator need not be a resident of the Township or the state at the time of his appointment, but may thereafter reside outside the Township only with approval of the Township Committee.
A. 
The Administrator shall be the chief administrative officer of the Township, responsible to the Township Committee for the administration of all Township affairs and with the following powers and duties. He shall:
(1) 
Direct and supervise the administration of all departments, offices and agencies of the Township, except as otherwise provided by law.
(2) 
Appoint and, when necessary for the good of the service, suspend or remove all Township employees and appointive administrative officers, except as otherwise provided by law or civil service rules and regulations. He may authorize any administrative officer who is subject to his direction and supervision to exercise these powers with respect to subordinates in that officer's department, office or agency.
(3) 
Attend all meetings of the Township Committee, with the right to take part in discussion but not to vote.
(4) 
See that all laws and all acts of the Township Committee subject to enforcement by him or by officers and employees subject to his direction and supervision are faithfully executed.
(5) 
Prepare and submit the annual budget and capital program to the Township Committee.
(6) 
Submit to the Township Committee and make available to the public a complete report on the finances and administrative activities of the Township as of the end of each fiscal year.
(7) 
Make such other reports as the Township Committee may require concerning the operation of Township departments, offices and agencies subject to his direction and supervision.
(8) 
Keep the Township Committee fully advised as to the current financial condition and future needs of the Township and make such recommendations to the Committee concerning the affairs of the Township as he deems desirable.
(9) 
Perform such other duties as may be required by the Township Committee.
B. 
Except for the purpose of inquiry, the Township Committee and its members shall deal with the administrative staff solely through the Administrator. The Committee or any member thereof shall not give orders to any Township employee, other than those it appoints, except through the Administrator.
