The Governing Body of the Township of West Deptford does hereby create a West Deptford Township Beautification Committee.
There is hereby established a Beautification Committee for the Township of West Deptford. There shall be a minimum of seven voting members of the Committee and who shall meet as provided in this chapter to consider, recommend and implement programs for the beautification of public spaces and for the increased use, expansion of and preservation of the Township's passive recreational spaces.
A. 
The composition of the membership of the Beautification Committee shall consist of the following:
(1) 
A Township liaison designated by the Township Administrator to serve a one-year term.
(2) 
Six members to be appointed by the Mayor. The initial appointment of members shall be two members for a term of three years, two members for a term of two years and two members for a term of one year. Successor members shall be appointed for two-year terms. Members shall be residents of West Deptford Township with expertise and knowledge pertinent to this Committee.
(3) 
Up to five alternate members to be appointed by the Mayor. Each alternate member shall serve a one-year term commencing upon the first reorganization meeting of the Beautification Committee and ending December 31 annually.
(4) 
The Chairperson of the Recreation Advisory Committee shall be an ex officio member of the Beautification Committee. Such member shall have no voting privileges.
B. 
The Mayor shall fill vacancies for the unexpired term of any of the members of the Beautification Committee.
C. 
A member's term in office shall commence with the first regular Beautification Committee meeting following the appointment and shall terminate at the Beautification Committee meeting at which the successor member takes office.
The members of the Beautification Committee shall serve without compensation.
A. 
The Beautification Committee shall elect a Chairperson from among its members. The term of the Chairperson shall be one year with eligibility for re-election. The Township liaison shall not be eligible to be the Chairperson.
B. 
The Township Administrator shall be responsible for providing staff support of the Beautification Committee and shall be responsible for providing a recording secretary to record attendance, record the minutes and prepare the agenda and other correspondence. Said documentation shall be provided to the Township Clerk on a timely basis following each meeting. Additional Township resources requested by the Beautification Committee shall be considered as part of the annual budget and planning process and will be coordinated and provided as scheduling and resources permit.
A. 
The Beautification Committee shall hold at least one regular meeting per month which will be conducted and advertised in accordance with the Open Public Meetings Act.
B. 
A quorum consisting of four voting members shall be required to conduct business.
C. 
If a member is absent for three consecutive meetings or three unexcused absences within a twelve-month period, that member shall be replaced by the Mayor. It is the Chairman's responsibility to notify the Mayor and Township Administrator of any member(s) to which this section applies.
A. 
The Beautification Committee shall:
(1) 
Develop by-laws for the Committee and update them annually on or before December 15 of each year.
(2) 
Develop and present to the Township Committee an annual three year plan outlining the Committee's program recommendations for the upcoming fiscal years. This plan shall be presented to the Township Administrator in conjunction with the annual budget and planning process and shall be available no later than October 1 of each year.
(3) 
Recruit and organize volunteer cleanup and beautification activities in cooperation with and in coordination with various youth, civic and business entities in and around West Deptford.
(4) 
Coordinate activities with the Recreation Advisory Committee, Environmental Commission, Clean Communities Coordinator, Recycling Coordinator and other related entities.
(5) 
Perform any additional duties as determined by the Township Committee that are related to beautification activities.
A special account, dedicated by rider within the Township Budget, shall be funded entirely by donations. The special account shall be designated to fund projects to beautify the Township on public properties as recommended by the Beautification Committee. The Township Committee may budget funds annually for the planning, implementation and maintenance of the Beautification Committee projects. Such budget allocations shall be coordinated with the Department of Public Works and Recreation.
