A. 
Creation. There is hereby established a West Deptford Committee for People with Disabilities in the Township of West Deptford to work towards increasing this acceptance of disabled persons and foster participation in all aspects of our community's life by all men, women and children with physical or mental disabilities.
B. 
Membership. The West Deptford Committee for People with Disabilities of the Township of West Deptford shall consist of five members and two alternates, a majority of which shall be disabled or have special knowledge or experience with the realities facing disabled individuals, all of whom shall be residents of the Township of West Deptford, and all of whom shall be appointed by the Mayor. The Mayor shall designate one of the members to serve as Chairman and presiding officer of the Commission until the Committee is organized. All members of the West Deptford Committee for People with Disabilities shall serve without compensation.
C. 
Terms of office. The terms of office of the first Committee members shall be as follows: Two of the Committee members shall be appointed for three-year terms, two of the Committee members for two-year terms and one of the Committee members for a one-year term. The two alternates will be appointed yearly to one-year terms. The Mayor shall designate the term of each Committee member appointed, making his appointments for the first time. Successors shall be appointed for terms of three years and until the appointment and qualification of their respective successors.
D. 
Removal. The Township Committee may remove any member of the Committee for cause, on written charges served upon the member and after a hearing thereon at which the member shall be entitled to be heard in person or by counsel.
E. 
Vacancies. A vacancy on the Committee occurring other than by expiration of a term shall be filled for the unexpired term in the same manner as an original appointment.
A. 
General. The West Deptford Committee for People with Disabilities shall be charged with, among other tasks, the development and implementation of a Community Partnership Program in association with the National Organization on Disabilities that seeks both the removal of barriers, as well as the creation of opportunities for disabled persons to participate in the community's life to the fullest extent possible.
In addition, the Township Committee may, by ordinance or resolution, assign to the Committee further powers and duties relating to disabled persons as may be permitted by law.
B. 
Duties: records and reports. The Committee shall keep records of its meetings and activities and shall make quarterly reports to the Township Committee.
C. 
Upon organization of the Committee, the Committee shall prepare an annual budget, bylaws and rules of the Committee to be submitted to the Township Committee for review and approval.
A. 
General. The Township Committee shall have financial duties with reference to the West Deptford Committee for People with Disabilities. The Township Committee shall annually review the budgetary request and records of said Committee and in general maintain financial control of its operation.
B. 
Appropriation. The Township Committee may appropriate funds for the expenses incurred by the Committee. The Committee may appoint such clerks and other employees as it may from time to time require and as shall be within the limits of funds appropriated to it.
