No person shall consume or offer to another for consumption any alcoholic beverage:
A. 
In, on or upon any public building, park, playground or recreation area, nor in, on or upon any public lands, streets, roads, alleys, rights-of-way or sidewalks, nor in any public conveyances located in the Township of West Deptford;
B. 
In a private conveyance while such conveyance is located (whether in motion, stopped or parked) in or on a public street, road, lane, alley, right-of-way, public parking lot or on any other public property;
C. 
While in or upon private property, not his or her own, without having the express permission of the owner or other person authorized to grant such permission; or
D. 
In a private conveyance while such conveyance is (whether in motion, stopped or parked) in or on private property without the express permission of the owner or other person authorized to grant such permission.
No person shall have in his or her possession any alcoholic beverage in any of the places where consumption of the same is prohibited by § 73-10 above except while in the process of transporting the same to a place where consumption is permitted.
Notwithstanding the provisions of § 73-10A, any person, group of persons or corporation, profit or nonprofit, may make application to the Department of Police for a special permit allowing the consumption or possession of alcoholic beverages for a specific event or activity and for a specific time and location within any such public park, playground or recreation area. The Department of Police shall grant a special permit as an exception to said § 73-10A only, provided that:
A. 
The applicant or some person or persons on behalf of the applicant agrees to be present at the event or activity and in charge of the same;
B. 
The applicant sets forth the maximum number of persons to be participating;
C. 
The applicant sets forth the purpose of the activity; and
D. 
The applicant avers that the consumption of alcoholic beverages is ancillary to the specific event or activity and not the primary purpose thereof.
No person shall discard any alcoholic beverage bottle, can, jar or other alcoholic beverage vessel upon any public street, lane, sidewalk, public parking lot, quasi-public place or upon any private property not his or her own without having the express permission of the owner or any person having authority to grant such permission.
Any person who solicits or aids any other person in the violation of any provision of this article shall also be deemed in violation of this article.
