Pursuant to authority of P.L. 1975, c. 217,[1] the model code of the Building Officials and Code Administration International, Inc., known as the "BOCA Basic Building Code/1975," including all subsequent revisions and amendments thereto, is hereby adopted by reference as the building subcode subject to the modifications stated within the regulations (Article 19, Section B) promulgated by the Commissioner of the New Jersey Department of Community Affairs.

The fee for a construction permit shall be the sum of the subcode fees cited in §§ 78-8, 78-19 and 78-21 hereof and shall be paid before the permit is issued.

Fees as set forth in Chapter 11.
New construction permit fees shall be based upon the volume of the structure at a unit rate per cubic foot of volume for buildings and structures of all use groups and types of construction.
A. 
Structures with basements. The volume of the structure shall include all enclosed dormers, porches, penthouses and other enclosed portions of the structure extending from the basement or cellar floor to the mean height of a pitched roof or the average height to the top of the roof beams of a flat roof.
B. 
Structure without basements. For structures without basements or cellars, the volume shall be based on the height measured to a level located 1/5 the distance from the first-floor level to the bottom of the footings, but not to exceed 2 1/2 feet below the first-floor level.
C. 
Open sheds. For open sheds and structures of a similar character, the volume shall be measured within the perimeter of the roof for a height from the grade line to the mean roof line.

Permit fees for additions shall be computed on the same basis as for new construction for the added portion as per § 78-8.

The fee for combinations of renovations and additions shall be computed as the sum of fees computed separately in accordance with §§ 78-10 and 78-11 above.

The fee for plan review shall be 5% of the amount to be charged for the construction permit and shall be paid before the plans are reviewed. The amount paid for this fee shall be credited toward the amount of the fee to be charged for the construction permit.

The fee for a permit for demolition of a one- and two-family dwelling or residential fuel tank and all other use groups shall be as set forth in Chapter 11.

The fee for a permit for the removal of a building or structure from one lot to another or to a new location on the same lot shall be as set forth in Chapter 11 per $1,000 of the sum of the estimated cost for moving, for new foundations and for placement in a completed condition in the new location, provided that the minimum fee shall be as set forth in Chapter 11.

The fee for a permit to construct a sign shall be as set forth in Chapter 11 per square foot of the surface area of the sign; provided that the minimum fee shall be as set forth in Chapter 11. In the case of double-faced signs, the area of the surface of only one side of the sign shall be used for the purpose of the fee computation.

The fee for a certificate of occupancy of use group R-2 and R-5 shall be in the amount of 5% of the new construction permit fee. The minimum fee shall be as set forth in Chapter 11. All other use groups shall be 10% of the total cost of the construction permit. The minimum fee shall be as set forth in Chapter 11.

A. 
The West Deptford Township Board of Education shall be exempt from any building fees and/or construction fees, electrical fees or plumbing fees in accordance with any requirements under Chapter 78 of the Code of West Deptford Township.
B. 
The exemption and waiving of fees shall have no effect on any requirements of the Zoning Board and/or Planning Board and Master Plan, and the Township of West Deptford Board of Education shall be required to meet any and all requirements of the Zoning Board or Planning Board and any other applications and approvals by the Township of West Deptford.
C. 
The Township of West Deptford Board of Education shall be required to submit any and all applications as required by the ordinances of the Township of West Deptford and the State of New Jersey; however, they shall be exempt from any building or construction fees in the Township of West Deptford.
