As used in this chapter, the following terms shall have the meanings indicated:
- ABANDONMENT OF CART
- The placing of a cart on property other than that belonging to the supermarket or store which has control over the said cart. A cart so placed shall be considered to be abandoned.
- SHOPPING CART
- A cart commonly provided by retail stores and supermarkets and utilized for the convenience of their patrons.
Any shopping cart made available for use by a retail store shall have securely attached thereto an identification tag or card setting forth the number of the cart, the name and address of the owner and the location of the premises where the said cart is used.
It shall be unlawful for any person to remove a shopping cart from the property of the owner of said cart without the consent of said owner.
Any shopping cart abandoned on any public street or ways and on any private property without the permission of the owner of said property shall be removed by the Road Department of the Township of West Deptford and stored at a convenient place by the said Department.
Upon taking possession of any abandoned shopping cart, the Township Road Department shall give notice of such action to the owner or lessee of said cart in writing, which said notice shall advise the owner or lessee that he has a period of 10 days of mailing of such notice within which to redeem the said shopping cart.

Within the time set forth in § 135-5, the owner or lessee of an abandoned cart taken into custody by the Township may obtain said cart upon payment of a fee as shall be set forth in Chapter 11 for each said cart to the Township of West Deptford to cover the cost of recovery and administration of this chapter.
The Township of West Deptford is hereby authorized to sell or destroy or otherwise dispose of shopping carts which may remain in its possession beyond the period of redemption set forth in § 135-5 and to sell, destroy or otherwise dispose of any shopping cart which is unmarked and unidentifiable as to ownership as required in § 135-2. Any and all sums recovered through the sale or other disposition of abandoned and unredeemed shopping carts shall belong to the township to cover the costs of recovery and administration of this chapter.
