The owner of any multiple dwelling, townhouse development, nursing home, office building, shopping center, mobile home or trailer park and the owner of any property within the Township to which the public is invited for business purposes shall remove all snow and ice from the roads, lanes and driveways, parking areas, walkways, steps and fire hydrants located upon such property within six hours of daylight after any snowfall or accumulation of ice occurs. In the event that ice may be so frozen as to make removal impracticable, the owner shall cause the aforementioned areas to be effectively covered with sand, ashes, sawdust or rock salt within six hours of daylight after the accumulation of such ice.
A. 
In the event of a violation of the provisions of § 142-5, the Township may undertake the removal of snow and ice from such roads, lanes and driveways, parking areas, walkways, steps and fire hydrants located upon any such multiple dwelling or townhouse development, nursing home, office building, shopping center, mobile home or trailer park or any property within the Township to which the public is invited for business purposes. In such event, the cost of such removal shall be certified to the Township Committee by the Director of the Township Department of Public Works. The Township Committee shall examine such certificate and, if found to be correct, shall cause such cost to be billed to the owner for whom such snow or ice removal work has been performed by the Township, as such owner appears from the latest Township tax records. Unless promptly paid, such cost shall be charged against such premises and shall become a lien against the property, to be collected in the manner of a tax lien upon certification to the Tax Collector. Nothing herein contained shall prevent the Township from instituting a civil action for collection of such cost in the county or Superior Court.
B. 
The provisions of this section shall not relieve any owner in violation of § 142-5 of any penalty under § 142-7.

Any property owner who fails to comply with any requirement of this article or who violates any provision of this article shall, upon conviction, be subject to the general penalty provisions of § 1-15 of Chapter 1, General Provisions, of this Code, and every day that a violation of this article continues shall be considered a separate offense.
All members of the Township Police Department, all special officers and members of the Township Department of Public Works are authorized to file complaints for violations of this article.
