A.Â
Creation and establishment. There shall be created and established
a Town Tree Board of the Town of Amherst, New York, which shall consist
of a total of seven (7) members. Five (5) members shall be Town residents
(community members); the remaining two (2) members shall be comprised
of the Town Forester and the Town's Landscape Architect. All
community members shall be appointed by the Town Board. The Tree Board
shall annually elect a Chairperson and advise the Town Board of the
name of such Chairperson.
B.Â
Term of office. The term of the five (5) community members appointed
by the Town Board shall be three years. In the event that a vacancy
shall occur during the term of any member, his or her successor shall
be appointed by the Town Board for the unexpired portion of the term.
C.Â
Compensation. Members of the Board shall serve without compensation.
D.Â
Duties and responsibilities.
(1)Â
The Tree Board shall review, develop and administer a written Community
Tree Management Plan and create a work plan for the care, preservation,
pruning, planting, replanting, removal or disposition of trees in
parks, along streets and in other public areas. This plan will be
presented annually to the Town Board at the second meeting of the
Town Board.
(2)Â
Every five years the Tree Board shall develop, update and administer
a written comprehensive Community Tree Management Plan for the Town
of Amherst. This plan will then be presented to the Town Board at
the second annual meeting of the Town and upon acceptance and approval
shall constitute the official comprehensive Community Tree Management
Plan for the Town of Amherst.
(3)Â
The Tree Board when requested by the Town Board, shall consider,
investigate, advise, report and recommend upon any special matter
of question coming within the scope of its work.
(4)Â
The Tree Board will strive to raise consciousness of the importance
of trees to the Town.
(5)Â
Meetings of the Tree Board shall be called by the Chairperson.
(6)Â
The Tree Board shall meet at least two (2) times in a calendar year.
(7)Â
The Tree Board shall update and publish a schedule of cost for trees
to be planted on an annual basis.
