There shall be a Police Department, the head of which is the Chief of Police appointed for an indefinite term. The Chief of Police is an officer of the city, and has supervision and control of the Police Department. All policemen are officers of the city.
It is the duty of the Police Department to apprehend and arrest on view or on warrant and bring to justice all violators of the ordinances of the city; to suppress all riots, affrays, and unlawful assemblies which may come to their knowledge, and generally to keep the peace; to serve all warrants, writs, executions, and other processes properly directed and delivered to them; to apprehend and arrest persons violating federal or state law as provided by law, and to turn them over to proper authorities; and in all respects to perform all duties pertaining to the offices of policemen. The Police Department has charge of and operates the city jail.
The Chief of Police shall be the chief peace officer of the city. He shall arrest offenders against any of the ordinance of the city, and do general police duty in the city, and attend upon the Municipal Court. He shall perform such other duties as may from time to time be required of him by law or ordinance.
The Chief of Police or any other policeman shall have power to make an order of arrest, with proper processes, for any offense against the laws of the state or of the city without process when such offenses are committed in his presence.
The Chief of Police shall execute a surety bond to the city for the faithful performance of his duties in a sum determined by motion or resolution by the Board of Commissioners. The premium shall be paid by the city.
