For the purpose of protecting the public health and safety by regulating certain trades and occupations which on account of their nature it deemed necessary to regulate, the following occupation taxes and license fees are made necessary to cover the cost of licensing, inspecting and policing said trades and occupations and the same are hereby levied for this purpose.
The City Clerk shall prepare and keep a suitable register of all licenses issued by him.
No license shall be issued hereunder until the required amount therefrom has been paid to the City Clerk, and each such license so issued shall be signed by the Mayor and City Clerk, and the corporate seal of the City affixed thereto. Such license shall be in suitable form and express the purpose for which it is issued. In all cases an application for a license must first be approved by designated officer or employee, as specified by ordinance, and the City Clerk shall first issue a written application for a license to the applicant who shall present the same to such officer or employee for his approval after which the City Clerk shall issue said license upon the payment of the required fees or tax.
All licenses shall be issued subject to the ordinances of the City and the laws of the State of Oklahoma. No license shall be constructed as authority to do or omit to do any act otherwise regulated or required by law or ordinance.
No license shall be sold or otherwise transferred; and the Mayor or approving officer, as the case may be, may for cause at any time, revoke any license granted under the ordinances of the City and the amounts that may have been paid to the City for such license shall be forfeited to the City.
Every person or firm having more than one place of business or who shall exercise or follow more than one profession, calling or occupation, shall pay for each separately.
Whenever any original occupation license shall have been lost or destroyed it shall be the duty of the City Clerk on application in writing by the owner thereof, to issue a duplicate of the same and file with the City Clerk, providing that the same has been lost or destroyed, without any connivance on his part, and that he has made diligent search for the same and that he has not been able to find it.
All license fees and occupation taxes shall be issued for the fees herein specified and for the time enumerated, or parts thereof, and no fee or tax shall be levied for a less amount than specified, but for any fractional part of the enumerated time, the full amount shall be paid as if for the full time and all such licenses shall expire as otherwise provided by ordinance.
Any person, firm or corporation, or association refusing to comply with or violating any of the terms, conditions or provisions of this chapter or who shall exercise, follow, pursue or engage in any of the occupations, businesses, trades or professions on which an occupation tax or license fee is charged as a condition for same, without first obtaining a license therefor, shall be deemed guilty of an offense, and each days violation shall constitute a separate offense; provided, however, that any fines and costs paid on account of the same shall in no way relieve any person, firm or corporation from the payment of any license, tax or fee as herein provided, and shall not impair any other legal right or remedies which the City may have.
The following rates are levied respectively and for the duration of time as indicated in each case:
1. 
Bowling alleys, each alley: $10 per annum.
2. 
Domino parlors, each table: 5 per annum.
3. 
Pool and billiard halls, each table: $20 per annum.
4. 
Skating rinks: $35 per annum; 10 per day.
5. 
Circus or menagerie: 100 per day.
6. 
Street fairs or carnivals, a minimum: 100 per day; (Provided that street fairs and carnivals shall pay for each concession, show, or display or side attraction for which a charge is made) 2.50 per day.
7. 
Any person, firm, or corporation, or association, or fraternal organization having upon their premises any of the following shall purchase a license for each jukebox, or other music machine, miniature bowling alleys, marble machines, and other games or amusements of similar nature permitted by law, and not specifically covered by other occupation tax ordinances and which require the deposit of coins or chips, each machine: 10 per annum.
8. 
Pet shops and kennels: 10 per annum.
All license fees for the above named occupations, and each of them, except as otherwise designated herein, shall be and become due on the 30th day of June of each; and no license for the operation of any such business or occupation shall be issued until such license fee is paid to the City Clerk; and all licenses for such occupations or businesses shall be issued to expire on the 30th day of June following the issuance thereof.
