The Health Officer of the City of Weatherford shall have power to prescribe reasonable rules and regulations and to examine into and consider all measures necessary to the preservation of the public health of the city and to see that all ordinances and regulations in relation thereto are observed and enforced.
It shall be the duty of the Health Officer to make or cause to be made, an inspection of the city as often as they may deem necessary and at such times as may be ordered by the Board of Commissioners for the purpose of examining the sanitary conditions of the city. The Health Officer or any person acting under his direction shall have authority to enter into and examine, at any time, all buildings, places and premises for the purpose of ascertaining the conditions thereof, as far as the public health may be affected thereby, and is necessary in the performance of any duty involving the Health Officer.
The orders of the Health Officer and notices shall be on forms provided for that purpose and served by the Chief of Police or other person deputized by the city.
It shall be lawful and the duty of the Health Officer in all cases where they may deem it necessary for speedy execution of their orders to cause nuisances to be abated and removed at the expense of the city, and the Health Officer shall certify to the Board of Commissioners a description of the property together with the cost of abating and removing such nuisance therefrom and such amounts shall be assessed as provided for in Sections 14-1 to 14-11 of this Code, against the property owner. The city shall have its unimpaired right of recovery from the property owner in all such cases.

It shall be the duty of the Health Officer on complaint being made and whenever it shall deem any business, trade or profession carried on by any person detrimental to the public health, to notify in writing the person to appear and show cause, before the Health Officer at a time and place specified in such notice, why such business, trade or profession should not be discontinued.

It shall give at least three days' notice in all cases except emergencies.

In a case of an epidemic or pestilence or threatened epidemic or pestilence, the Health Officer may, by general orders, direct that a shorter time, not less than 24 hours' notice, shall be given when served by duly authorized officer by delivering a copy of the notice at the place of business or residence of the party to be affected thereby, with the person in charge, if any, otherwise by tacking onto or pasting on the premises in a conspicuous place.

At the time and place specified, the Health Officer may hear the complaint, whether the person complained of and notified as herein provided be present or not.

If in the opinion of the Health Officer no good and sufficient cause can be shown why such business, trade, or profession should not be discontinued, the Health Officer shall order the said parties to discontinue the same within such time as it may deem reasonable or necessary and the order of the Health Officer shall be final and conclusive thereon.
Each day's continuance of such business, trade or profession by such person after the expiration of the time provided in the order of the Health Officer shall be deemed a separate and distinct offense and punished accordingly.
In all trials for the violation of the provisions of Section 10-1 to 10-9, the certificate of the Chief of Police or any peace officer, or the affidavit of service of any order by the person who made the service, stating the time, place and manner of the service, shall be deemed and taken as prima facie evidence of the facts therein set forth.
An order made and issued by the Health Officer may be served by the Chief of Police or any policeman of the city, or any person deputized by the Mayor; and any such officer in the performance of his duties.
Any person, agent, firm or corporation or its agents violating any of the provisions of Section 10-1 to 10-8 or refusing to obey any order of the Health Officer issued under the provisions of the same, shall be deemed guilty of an offense and punished accordingly, and each day's continuance thereof shall be a separate offense.
