For purpose of determining appropriateness for placement, mobile homes shall:
1. 
Have more than 320 square feet of occupied space;
2. 
Be placed onto a support system, in accordance with approved installation standards, as specified in Section 12-17;
3. 
Be enclosed with foundation siding/skirting in accordance with approved installation standards, as specified in Section 12-17;
4. 
Be anchored to the ground, in accordance with manufacturer's specifications and local codes;
5. 
Have utilities connected, in accordance with manufacturer's specifications and local codes.
Manufactured or mobile home installation standards are as follows:
1. 
Permanent Perimeter Enclosure. Those manufactured homes designated in the zoning ordinance as requiring perimeter enclosure must be set onto an excavated area, with permanent perimeter enclosure, foundations, footings and crawl space or basement walls constructed in accordance with the terms of the Foundation Code. The space between the floor joints of the home and the excavated under-floor grade shall be completely enclosed with the permanent perimeter enclosure (except for required opening).
2. 
Foundation Siding/Skirting (for Temporary Structures). All manufactured or mobile homes without a permanent perimeter enclosure shall have an approved foundation siding/skirting enclosing the entire perimeter of the home. Foundation siding/skirting and back-up framing shall be weather resistant, noncombustible or self-extinguishing materials, which blend with the exterior siding of the home. Below grade level and for a minimum distance of six inches above finish grade, the materials shall be unaffected by decay or oxidation. The siding shall be installed in accordance with manufacturer's recommendations or approved equal standards. The siding shall be ventilated by openings, which shall have a net area of not less than 1.50 square feet for each 25 linear feet of exterior perimeter. The openings shall be covered with corrosion resistant wire mesh not less than 0.50 inch in any dimension. The under-floor area shall be provided with an eighteen inch by twenty-four-inch minimum size access crawl hole, which shall not be blocked by pipes, ducts, or other construction interfering with the accessibility of the under-floor space, or other approved access mechanism.
3. 
Support System. All HUD-Code Type I and Type II manufactured home load-bearing foundations shall be installed in conformance with the regulations in the Foundation Code and with the manufacturer's installation specifications. All HUD-Code Type III manufactured homes and all mobile homes not placed on a permanent foundation, shall be installed on a support system in conformance with the manufacturer's installation specifications or with the Foundation Code.
1. 
No nonresidential mobile trailer shall be permitted in the city unless a license for its operation is issued by the Building Official.
2. 
Such license shall specify the permitted use of the nonresidential mobile trailer, the location of such operation and the termination date of the permit.
3. 
No license shall be issued for a use which would violate any local, state or federal ordinance, law or regulation.
4. 
An annual fee of $25 shall be charged for each nonresidential mobile trailer license; provided, that no governmental or non-profit agency shall be charged for such a fee.
5. 
Operation of nonresidential trailers by contractors or construction projects for which building permits have been issued or which are otherwise approved by governmental units is permitted during the term of such construction project, without issuance of a license.
6. 
This section shall not be construed as permitting or authorizing the permanent location of any nonresidential mobile trailer within the City of Weatherford.
Due to its integral design, any structural alteration or modification of a manufactured or mobile home after it is placed on the site must be approved by the Building Inspector or other authorized administrative official of the City Building Codes.
It shall be unlawful and an offense, within the city limits of the city to park any trailer or mobile home on any street, alley, or highway, or other public place, or on any tract of land owned by any person occupied or unoccupied, except as follows:
1. 
Emergency or temporary stopping is permitted in any street, alley or highway for not longer than one hour subject to any other and/or further prohibitions, regulations or ordinances for that street, alley or highway.
2. 
Trailers or mobile homes may be used on commercial and industrial zones when the same is used in conjunction with businesses such as an office, a manager's office, or night watchman. It shall not be used as a living quarter, commonly referred to as a residential dwelling. Mobile homes used in commercial and industrial zoned areas which are set for permitted use shall be skirted and trimmed to conform with the surrounding area, and placed on a permanent foundation.
3. 
A double wide two section unit, after consideration and action by the Board of Adjustment, may be placed on space of not less 5,000 square feet (See Section 18-31, paragraph 4e, Intensity of Use.) if the location is not restricted by abstract. All such units must be placed on a permanent foundation and connected to utilities as required of all "ground up" type constructed dwellings. Entrance and exit to said location shall be made into a public street only.
4. 
Trailers or mobile homes now parked outside of trailer parks constitute a nonconforming use but may continue to be so located. In the event said trailer or mobile home location be abandoned and remain abandoned, no new or different trailers or mobile homes may be placed on the locations which are nonconforming in said article. (Abandoned shall mean lack of utility connections at the site and/or nonpayment of a permit for said location.)
5. 
The parking of only one unoccupied camper is permitted in any district on private property only, unless restricted by neighborhood covenants, further providing no living quarters shall be maintained or any business practiced in said trailer while such trailer is so parked or stored. Parking of trailer in the street is prohibited totally after 24 hours.
1. 
The area from the east boundary of the city limits to the west boundary of the city limits, which is 1/2 block south of Main Street, to permit the parking of single trailers or establishing trailer parks. The minimum number of trailer units must be 20 before a trailer park can be designated as such. Single units, outside of a park as allowed above must have 5,000 square feet of space. When such units are placed on the tax roll and they are on a permanent foundation, they shall be treated as a permanent residential dwelling. (See Section 18-31, paragraph 4e, "Intensity of Use"). Unit spaces in a park must have a minimum of 3,000 square feet of space. All future requests for a trailer park inside the boundaries of the city covered by this paragraph 1 must submit application to the City Building Official for review before a final permit is allowed by the City Commission.
2. 
In all other areas within the limits of the city not covered by paragraph 1 above, the following requirements will prevail:
a. 
No more permits will be issued for new single trailer locations except as covered by paragraph 1, or double wide two section units covered by Section 12-20, paragraph 3.
b. 
Present locations in this area must qualify under the nonconforming use restrictions, Section 12-19.
3. 
All future requests for a trailer park inside the boundaries of the city covered by paragraph 1 above must submit application to the City Planning and Zoning Board for review and action.
4. 
All future requests for a trailer park proposed on land adjacent to the boundaries of the city, who wish to be annexed and are not covered by Section 12-21 above, shall submit application to the Planning and Zoning Board for review and action who in turn shall recommend to the City Commission concerning annexation and zoning district to be established. (Procedure for such shall be according to Section 12-23, paragraph 2.)
5. 
A temporary "hardship variance" can be requested from the Board of Adjustment in the event of a "family use necessity". The location for the variance request could be totally restricted by abstract and therefor not allowable at all. If allowed, the variance shall become null and void after the "hardship necessity" no longer exists and shall not be converted to rental use. "Ingress and egress" must be examined but may not be a hindrance when the occupant for the "hardship variance" will not use or possess an automobile. Adequate space of proper setback to insure fire safety to all area structures must be considered. (Section 18-31, paragraph 4e, Intensity of Use.) Requirements for a single unit dwelling is 5,000 square feet. Single trailer space requirement is 3,000 square feet, see paragraph 1.
1. 
It shall be unlawful for any person to establish, operate, maintain, or permit to be established, operated or maintained upon any property owned or controlled by him, a trailer or trailer park within the City of Weatherford, without first having secured a license/permit therefor from the Building Official, granted and existing in compliance with the terms of this article. Such license/permit shall expire on June 30 after the date of issuance but may be renewed under the provisions of this article for additional periods of one year at a time.
2. 
The application for such license/permit or the renewal thereof shall be filed with the Building Official and shall be accompanied by a fee for each unit per year or fraction of a year, whether inside or outside an existing or proposed park, plus a park fee for any location with more than one trailer space.
3. 
The schedule of fees shall be established by resolution of the Weatherford City Commission.
4. 
License issued under the terms of this article convey no right to erect any building, to do any plumbing work, or to do any electrical work.
1. 
No trailer park shall be located in the city unless it complies with the recognized setback line for the zoning district in which such trailer park is located, provided no trailer shall be placed less than 10 feet from any building or trailer.
2. 
All requests for a trailer park inside the boundaries of the city or proposed to be brought into the city covered by Section 12-21, paragraphs 3 and 4 shall submit applications to the City Planning and Zoning Board for review and action. The Zoning Board shall recommend to the City Commission concerning the application. Public notice shall be printed in the local newspaper and the same notice shall be mailed to all property owners (to be provided by the applicant) within 300 feet of the proposed park 20 days prior to the Zoning Board hearing. The applicant for the privilege shall post a filing fee (to be established by the City Commission) for the expense of the public and mailing notice requirements.
3. 
An appeal for variance, with reference to all zoning regulations of this Code, Chapter 18, or decline of allowance by the Planning and Zoning Commission or the City Commission for a change in zoning, may be made to the Board of Adjustment provided the applicant for the privilege shall submit a mailing list and shall post a filing fee (see paragraph 2), for the expense of the public and mailing notice requirement which shall be printed and mailed 10 days prior to the Board of Adjustment hearing. (Decline of appeal by the Board of Adjustment, see Section 18-15.)
Requirements of a trailer park are as follows:
1. 
Every trailer shall be located on a well-drained area, and the premises shall be properly graded so as to prevent the accumulation of storm or other waters.
2. 
There is hereby adopted for the purpose of establishing rules and regulations for "Mobile Home Parks" not covered in the following code requirements. Standards known as the "Standard for Mobile Home Parks", recommended by the "National Fire Protection Association", "Mobile Homes Manufacturers Association", "Trailer Coach Association", being particularly the NFPA No. 501-A - 1971 edition and its amendments from time to time.
3. 
The subdivision regulations of the City of Weatherford shall be complied by the development of any mobile home park or trailer park.
Units shall be clearly designated and the park so arranged that all units shall face or abut on a street within the park of not less than 50 feet in width, giving easy access to a public street. Entrance and exit into the park shall be made to a public street only. Such driveway shall be hard surfaced, and maintained in good condition, having natural drainage into a city street catch basin, be well lighted at night, and shall not be obstructed. General upkeep and street maintenance within a park is the responsibility of the ownership, unless dedicated to the city and constructed in accordance with the Weatherford Municipal Code.
1. 
Every trailer unit shall be furnished with an electric service outlet. Such outlet shall be rain tight on a 230 volt service. The disconnect switches shall be equipped with an externally operated fused switch or breaker of not less than 100 total amperes capacity. The receptacle outlets shall be heavy duty rain tight and accessible to the trailer. All wiring must comply with the National Electric Code and the local utility company regulations. On permanent total electric hookups, the trailer may be wired direct so long as it complies with the Weatherford Municipal Code.
2. 
An adequate supply of city water, furnished through a pipe distribution system connected directly with the city water main, shall be furnished for drinking and domestic purposes. It shall contain an above ground cut-off at the trailer. The water line for each trailer shall be 3/4 of an inch or more in size.
3. 
All waste from showers, toilets, laundries, faucets and lavatories of trailers shall be wasted into the sewer system, or approved septic system. In no case shall any waste water or sewage be thrown or discharged upon the surface of the ground or disposed of by means other than as herein provided.
4. 
Every trailer park shall be provided and equipped with garbage depositories from which the contents shall be removed by the city garbage collection service.
5. 
Natural gas service to all trailers shall be through a 1-1/4 inch black pipe with a gas cock four inches above grade provided at the trailer.
6. 
Materials used to furnish water, sewer, and fire service connections must meet city specifications. Each unit must be served and metered separately.
7. 
Emergency shelter shall be provided on site at any trailer park or mobile home park with an adequate capacity to house the legal maximum number of occupants of the park.
8. 
The owner or manager of said unit or park is held responsible to see that utility connections are made in accordance with this article.
All trailers and mobile homes shall be anchored and tied down in a manner equivalent to the following:
1. 
The mobile home stand shall provide adequate support for the placement and tie-down of the mobile home, thereby securing the superstructure against uplift, sliding, rotation and overturning.
2. 
The mobile home stand shall be provided with anchors and tie-downs, such as cast-in-place concrete "dead-men", eyelets embedded in concrete slabs or runways, screw augers, arrowhead anchors, or other devices to be used to stabilize the mobile home.
3. 
Anchors and tie-downs shall be placed at each corner of the mobile home stand and shall be able to sustain a minimum load of 2,800 pounds.
Parks, commonly known as overnight parks, (KOA) shall meet the following requirements:
1. 
Travel trailers and self-contained campers shall mean any vehicle used or maintained for use, as a conveyance upon highways or city streets, so designed and so constructed as to permit occupancy thereof as a temporary dwelling or sleeping place for one or more persons, having no other foundation than wheels.
2. 
Restrooms, recreation buildings, and laundry facilities, when provided, shall be designed and constructed in accordance with the applicable provisions of the city recognized building codes.
3. 
Overnight parks shall provide space and utility (electric, water, sewer, and garbage) services commonly required by national overnight park (KOA) standards. Overnight park plans must be submitted to the Building Official for review and approval.
The City of Weatherford is hereby authorized to revoke any license/permit issued pursuant to the terms of this article, if after due investigation it is determined that the holder thereof has violated any of the provisions of the article, or that any trailer or trailer park, is being maintained in an unsanitary or unsafe manner or is a nuisance.
