The City of Weatherford shall establish park and recreation needs for the residents of the city. All new subdivisions shall be reviewed for such needs at the time of consideration by Planning Commission and City Commission. The city shall have the prerogative of requiring donated space for a park or a fee (the amount to be set by the City Commission) based on the acres of land being developed. The funds shall be used for overall park development.
All parks and recreation areas are open to use by the general public without restriction of race, color, or creed. All areas are intended to be used for outdoor activities with general control in accord with Weatherford City Code, also the Oklahoma State Statute and Federal Regulation when applicable to the recreation facility. To function in a manner for the best interest of the general public, the following will prevail:
1. 
Some areas are required to charge a fee for use and may be managed by "concessionaire" control such as golf course, baseball and softball fields, soccer, rodeo, trap range, and swimming pool. Concessionaires of these areas are allowed to charge a reasonable fee in order to fray the expense of operation costs.
2. 
Areas may be reserved through the process of booking said facilities through the "concessionaire" and area use policies.
3. 
Abuse of use of all facilities will be dealt with in accord with the local, state, and federal law regulations.
4. 
Camping for the purpose of overnight outing will be allowed for scout groups and the like, but not to exceed 24 hours. Overnight camping in motor homes, campers, and pup tents are allowed, but shall not exceed 24 hours per week. Additional time may be granted by written application to the City of Weatherford.

It shall be unlawful and an offense for any owner of any horse or mule, or any bovine animal, or of anyone in control thereof, to ride or lead the animal, or cause the animal to be present within any of the park systems of the City of Weatherford except those places designated for the use of such animals, such as rodeo arenas, FFA pens or livestock show pens, which must be designated as usable areas for such livestock and plainly marked. Such marking shall be the duty of and shall be done by the Police Department of the City of Weatherford. Prohibited areas shall include the roads and easements and rights-of-way within the park area, or being a part of the park system.
