The Community Service/Summer Recreation Board is created. The purpose and functions of the Board are as follows:
1. 
The term of the members shall be for a period of three years, beginning July 1st of the year of appointment; provided that the Mayor shall, in the beginning, designate three members for one year, two members for two years, and two members for three years.
2. 
The determination and establishment of the general policies to be followed in carrying out the purpose of recreation for school-age children during the summer months.
3. 
The interpretation of the community recreation program to the public officials and the community with a view to securing adequate moral and financial support.
4. 
The maintenance of high standards in recreation leadership; in quality of program service; and in the development, care, and operation of its areas and facilities.
5. 
The selection of the executive (Program Director) and definition of the scope of his powers and duties.
6. 
The appointment, upon recommendation of the executive, of all employees, and the determination of their functions and duties.
7. 
The consideration of and action upon recommendations from any source, especially if such suggestions involve matters of general policy or nonbudgeted cost.
8. 
The authorization of expenditures within the approved budget, the careful checking of expenditures with a strict accounting to the authorities and the public for the use of program funds.
9. 
A full report annually to the Mayor of all activities of the program.
10. 
A continuous appraisal of the department's programs, personnel, facilities, and services and consideration of future needs and methods of serving them.
11. 
Submit recommendations to the Mayor and the City Commission for ratification of vacancies that arise on the seven person Board and hold all meetings of the Board in compliance with the state law.
The value and function of the Recreation Board is succinctly summarized as follows at a National Recreation Congress Session:
Board members are the people's ambassadors to the higher authority, matters of broad public concern, provide continuity of policy and thinking despite changes in administration, develop long range policies rather than acting by expediency, establish needed guide posts, and chart a broad course and direction for recreation as a service to the people of the community.

The selection of highly competent leadership.
2. 
To provide maximum participation in all aspects of recreation for the youth of Weatherford.
3. 
Constant re-examination of the system after installation to improve it and render it responsive to changing conditions.
4. 
Continued expansion to better serve the youth of the City of Weatherford.

There is created the position of Parks and Recreations Director who shall be in charge of all parks and recreational grounds including the municipal swimming pool, and responsible for developing and administering a comprehensive year-round recreation and parks program, including the effective and proper maintenance of parks and recreation grounds, and the municipal swimming pool, but does not include the municipal golf course. The director shall be an employee of the City of Weatherford and under control of the City of Weatherford, but shall maintain a liaison with the Park and Recreation Board hereinabove referred.
