It shall be unlawful and an offense for any person in the City
of Weatherford, other than the owner to touch, handle, molest, interfere
with, cut or remove any wire or wire cable strung within the city
limits for the purpose of transmitting electric current or the transmission
of telephone or telegraph messages without such person first obtaining
a written permit from the permit department and the company or companies
owning, controlling, operating, or supporting such wires and cables.
Provided, however, that whenever it shall become necessary for any
person, in the proper use of the streets and alleys of the city, that
any wires be lifted, elevated or removed, such person shall give to
the wire owner at least 24 hours' notice of the place where and
the time when his use of such streets or alleys will so require the
lifting, elevating or removing of such wires. All proper cost and
expense to be insured shall be done by depositing with the City Clerk,
for said company upon which such request shall be made, an amount
of money sufficient to cover the estimated cost of the work to be
done. Any person violating any of the provisions of this section shall
be guilty of an offense and upon conviction shall be punished accordingly.
