These standards and the standards of the city's Subdivision Regulations (see Chapter 18 of this Code) will apply to all streets constructed in the City of Weatherford by developers. The standards will cover subgrade, base course, and surface course of the following type streets as shown in the new addition regulations. The following classification shall apply:

Original Town Sight Installation Specifications. Installation of
streets, curb and gutters in the original town sight not covered prior
to this date shall meet standards approved by the city in accordance
with the original town sight areas.
2.ย
Utility, Alley, And Building Line Specifications. All new additions
shall have a minimum 15 feet building line designated. Alleys shall
have an easement specification for sanitation pick up and gas and
sewer installations. All water lines shall be placed in the right-of-way
between the installed curb and property line. All alley right-of-way
width minimum 20 feet.
In general, residential streets shall consist of properly prepared
subbase, concrete curb, and gutter, six inches of approved base course,
and two inches of hot laid hot mix asphaltic concrete, or five inches
Portland concrete paving on two inches of sand cushion; secondary
thoroughfare shall consist of the above except hot laid asphalt shall
be four inches thick, and concrete slab shall be six inches thick.

The bottom of the excavation for the pavement or base course shall
be known as the pavement subgrade, and shall conform to the lines,
grade, and cross section shown on the plans.

All soft and yielding material and other portions of the subgrade
which will not compact readily when rolled or tamped shall be removed
as directed and replaced with suitable material placed and compacted
at, or slightly above, the optimum moisture content. In the absence
of standard testing, a reasonable evaluation of moisture content may
be made by squeezing a ball of damp soil in the hand. If the ball
is so dry that it crumbles easily, additional water should be mixed
into the soil. If it is so wet that free water comes to the surface
when kneaded, the subgrade should be permitted to air out before final
rolling. The subgrade shall be thoroughly compacted with suitable
equipment to secure a 95% proctor density.

The base coverage shall be native gravel or other such material as
the City of Weatherford may approve.
2.ย
Type of base and thickness required:
a.ย
Stabilized aggregate base course: Class 1-A, Class 2-A, Class 3-A,
six inches of the base will be required in all streets unless specified
by city for special conditions.
b.ย
Class 1-A soil-cement base: The base shall be six inches thick on
all streets and constructed in accordance with Section 312 State Highway
Standard Specifications.
c.ย
Class 2-A soil-asphalt base: The base shall be six inches thick on
all streets and constructed in accordance with Section 313 State Highway
Standard Specifications.
d.ย
Class 3-A sand-asphalt base course (hot mix-hot laid): The base course
shall be four inches thick on secondary thoroughfare. The construction
shall be in accordance with Section 314 State Highway Standard Specifications.
3.ย
A tack coat of asphaltic material shall be placed between the base
course and surface course unless waived by the City of Weatherford.
There shall be tests run on the base course on each 1,000 square yards,
by a recognized laboratory, and the tests results shall be furnished
to the city.
Section 609 Oklahoma State Highway Specifications shall be a
part of these standards:

All curb and gutters shall be of 3,500 pounds compressive strength
portland cement concrete at twenty-four-inch sections, rolled or vertical
type curbs when used in connection with flexible type of soil cement
pavement.
2.ย
All curb and gutters shall be of 3,500 pounds compressive strength
portland cement concrete at 28 days. One inch contraction joint shall
be every 18 feet and expansion joint every 72 feet. Should crushed
stone aggregates be used, the spacing may be immediately after finishing
operations are completed.
3.ย
A white pigmented curing membrane, if used should be placed in ample
quantities and completely cover all exposed surfaces. Wet burlap,
if used, must completely cover all surfaces and be kept in a saturated
condition for at least seven days. All curb and gutters shall be mulled
and finished with a broom finish and backfilled as soon as possible
after forms are removed to prevent undermining.
Section 414 Oklahoma State Highway Specifications shall be a
part of these standards:

All concrete paving shall be laid on a two inch sand cushion. The
concrete paving shall be five inches thick on residential streets
and shall be six inches thick on secondary thoroughfares. The width
of the slab shall be 32 feet back to back of curb on residential streets,
and 32 feet back of curb on secondary thoroughfare. All section lines
roads shall be considered secondary thoroughfare unless otherwise
designated by the City of Weatherford.

Concrete for paving shall be 3,500 pounds in 28 days.
Longitudinal center joints shall be sawed to a depth of 1/4
the thickness of the slab, and shall be filled with mastic material.
There shall be one sawed joint on twenty-eight-foot width slabs, without
reinforcing. The same shall apply to thirty-two-foot paving widths
except where construction joints are required in which case 5/8 smooth
dowel bar 18 inches on center will be installed. On forty-four-foot
slabs, three joints will be required, two of which will be sawed contraction
joints, and one construction joint with dowels as specified above.
All construction joints shall be doweled with 5/8 inch smooth
dowel on eighteen-inch centers.
Contraction joints shall be spaced every 20 feet. They shall
be sawed to a depth of 1/4 the thickness of slab and filled with mastic
material. No dowels will be required.
Transverse expansion joints shall be spaced not over 300 feet
of slab and at the slab returns. Expansion joints shall have non-extending
filler, 5/8 inch dowels at eighteen-inch centers with expansion caps.
All dowel bars shall be coated with heavy grease to prevent binding
to concrete. Intersections shall have expansion joints at returns
and sawed contraction joints as needed to prevent cracking of slabs.
The asphaltic surface course shall be two inches thick on residential
streets, and four inches thick on secondary thoroughfares. The asphaltic
concrete shall be type "C" as shown in Section 411.02 of State Highway
Standards. The construction, material control, shall be as set forth
in Section 411 Standard Specifications for Highway Construction, Oklahoma
State Highway Department, current edition.
Testing shall be done in accordance with Oklahoma State Highway
Standards. The city shall be furnished copies of tests before streets
are accepted.
The contractor shall furnish a maintenance bond in the amount
of 10% of the contract, guaranteeing the maintenance of paving for
a period of one year from date of completion and acceptance of paving
by the city.
