a. 
The tennis courts on Bell Place and Crescent Park are for the use of the residents of the Borough upon registration and the payment of the appropriate fee. Residents may register for an annual, weekly or daily permit; The members of the Recreation Commission, the officers of the Police Department and other authorized personnel of the Borough may demand, at any time, proof of payment of the permit fee as a condition precedent to the use of the aforesaid tennis courts by any person.
b. 
Definitions. As used in this chapter:
RENTING
Shall be defined as inhabiting a residence located in the Borough for which the property owner has registered for a landlord license and a Certificate of Occupancy for the rental has been issued by the Zoning Official of the Borough.
RESIDENT
Shall be defined as any person owning, residing in or legally renting a residence in the Borough of Sea Girt.

a. 
Fees.
1. 
Annual membership, available to residents only:
(a) 
The annual family membership for parents and minor children residing in the same household valid from March 1 to February 28 of the following year: $115.
(b) 
Individual membership permit: $65.
2. 
Weekly permit (valid for a single, seven-day period of consecutive days only): $20.
3. 
Daily permit fees: $10 per day.
4. 
Permit fees are non-refundable.
b. 
Purchase of Permits. All permits shall be purchased using the on-line access and reservation process.
c. 
Reservations. Reservation for court time shall be obtained using the on-line reservation system. Holders of an annual permit or purchaser of a weekly or daily permit may make a reservation to play subject to the following rules:
1. 
Reservations are valid for a maximum of two consecutive hours of play.
2. 
When the application for reservation is made the applicant must furnish the name and address of all players and pay the appropriate fees for all persons not registered for a permit.
3. 
Prioritization of access:
(a) 
Permit holders with a valid reservation shall have priority over permit holders without a reservation;
(b) 
Permit holders without a valid reservation shall have priority over those without a valid permit.
(c) 
Groups must relinquish the court to those with priority over them. If groups have equal priority, the courts are available on a first-come, first served basis. Two hour maximum play time when others are waiting to play.

The Recreation Commission of the Borough is authorized to prepare, in writing, reasonable rules and regulations for the use and maintenance of the tennis courts. Rules and regulations shall be available upon request by any resident of Sea Girt and, further, pertinent excerpts of such rules and regulations shall be posted conspicuously at the tennis courts on Bell Place and Crescent Park.
a. 
Use regulations:
1. 
Proper tennis footwear is required on the courts at all times.
2. 
No pets allowed on the courts at any time.
3. 
No skateboarding, roller blading, bicycle riding or other activities allowed on the courts at any time.

Every person, firm, association, organization or corporation violating any provisions of this section or any regulations adopted pursuant thereto shall, upon conviction, be liable to the penalty stated in Chapter 1, Section 1-5, General Penalty.

The platform tennis court are solely for the use of the residents of the Borough. Non-resident guests are permitted when accompanied by a resident who is a member upon purchase of a daily permit. The platform tennis court may be used between the hours of 8:00 a.m. and 10:00 p.m. daily, except when not in use the court shall be kept locked at all times.

2. 
Persons obtaining a reservation will be given a key to the court 15 minutes prior to the reserved time. At the conclusion of the reserved time the holder of the reservation shall leave the court and return the key to the lockbox affixed to the exterior of Police Headquarters. In no event may the key be left with succeeding players. If applicable, on leaving the court, lights and heat shall be turned off. Players without a reservation may be bumped by persons with the reservation.

Every person, firm, association, organization or corporation violating any provisions of this section or any regulations adopted pursuant thereto shall, upon conviction, be liable to the penalty stated in Chapter 1, Section 1-5, General Penalty.

a. 
The use of items and/or equipment, including but not limited to bicycles, rollerskates, roller blades, skateboards, scooters and similar apparatus on the Borough tennis courts in Crescent Park and Bell Place, or on the macadamized portion of the Baltimore Boulevard Playground, and on walks leadings to any public building is prohibited.
b. 
No person shall smoke a cigar, cigarette, pipe, cannabis, cannabis-related product or synthetic cannabis, or otherwise use tobacco products on the municipal tennis courts or the Baltimore Boulevard Park and/or playground, or any other playground or sports field in the Borough, at any time.

a. 
Any person violating this section shall be subject to a fine of not more than $50 and/or a period of community service not to exceed five days.
b. 
Upon conviction for a violation of Chapter 10, Subsection 10-3.1b, a fine of not less than $250 nor more than $1,000 shall be imposed.

If a Police Officer observes a juvenile (a person under the age of 18) violating this section, the Officer shall ascertain the identity of the offender, and the Officer is authorized to take the bicycle, skateboard, roller blades or skates to Police Headquarters, informing the juvenile that it may be returned only to the juvenile's parent or guardian at Police Headquarters.

The Borough Park and Playground on Baltimore Boulevard abuts a number of residences and noise from the park and playground has impacted on the peace and quiet of the neighborhood.

No person shall use the playground facilities or the park area for recreational activities except in the period beginning at 8:00 a.m. and ending one-half hour after sunset.

The Governing Body may grant permission to municipal organizations or groups to conduct special events in the park and impose conditions on such use as to the time and nature of the activity permitted. No other such events are permitted.

Any person convicted in the Municipal Court of the Borough for a violation of this section shall be subject to a fine not to exceed $50.

No person for himself or others, shall use or operate or permit to be used or operated upon Wreck Pond, any motorboat or boat or conveyance equipped with an outboard motor or any other motor whatsoever, unless the motor is noiseless in operation.
