There is hereby established a Special Recreation Board composed
of Five Directors, whose duty it shall be to establish plans and procedures
for the operation of the park or parks for the City of Moscow Mills,
Missouri.
A.
The directors of this Board shall hold office for the following terms
from the first of January following their appointment, and at their
first regular meeting shall cast lots for their respective terms:

And annually thereafter, the Mayor shall, with the concurrence of
the Board of Aldermen, before the first of January each year appoint
one director, who shall hold office for five years. The Mayor may,
by and with the consent of the Board of Aldermen, remove any director
for misconduct for neglect of duty.
It is hereby established that four lots located at the Mill
Site and bounded by Front Street and the Cuivre River and Market and
Washington Streets, and the Community Center located on Hwy. C, are
designated the Moscow Mills City Parks.
The said Parks known as the Moscow Mills City Parks are to be
governed by the Special Recreation Board of Moscow Mills and all rules
and regulations are to be promulgated through said Board; and the
said Parks are to be maintained and cared for by the Board for the
City of Moscow Mills. All Parks are to be operated as a public parks
for all the residents of the City of Moscow Mills, Missouri and more
specific rules and regulations for the operation of said Parks shall
be established by the Moscow Mills Special Recreation Board and approved
by Moscow Mills Board of Aldermen, and maintained by the Moscow Mills
City Clerk.
This ordinance shall become in full force and effect from and
after its passage and approval.
It shall be unlawful for any person or persons to be within
the boundaries of any City-owned property between the hours of sunset
or 9:00 p.m. whichever is earlier and sunrise except by written permission
of the City.
