On the following bridges and streets or parts of streets, by authority granted by § 4902(a) of the Vehicle Code,[1] it shall be unlawful for any person or persons to drive any vehicle or combination having a gross weight in excess of the maximum prescribed below for that bridge or street or part of street, as the case may be:

It shall be unlawful for any person to drive a vehicle other than a passenger car on any of the following streets or parts of streets except truck drivers traveling to and from their residence, provided that nothing in this section shall prohibit any person from driving an emergency vehicle on any of those streets or parts of streets or from driving on any of those streets or parts of streets a truck or other commercial vehicle making local deliveries to or pickups from premises located along that street or part of a street:

A no-trucks zone is hereby established on the following roads between the stated hours, provided that nothing in this section shall prohibit any person from driving an emergency vehicle at any time on any of the below-named streets or parts of streets:

The parking, stopping or standing of any truck with its engine or refrigeration unit running, the operation of any street-sweeping vehicle, the operation of any external trash-compacting device, the operation of a trash or refuse truck or the operation of a portable power blower shall be prohibited within 500 feet of a residential zoning district or in or within 500 feet of a parcel zoned C-1 Commercial-1, C-2 Commercial-2, I Industrial, or I-O Industrial-Office between the hours of 11:00 p.m. and 7:00 a.m.; provided, however, that the parking of emergency vehicles with engines running, doing official business, or the operation of snowplowing equipment between the above-stated hours shall be permitted. Violation of this section may be proven by the testimony of one police officer who was on the scene and who testifies that the noise was, in his or her opinion, excessive and in violation of the noise provisions of this section. This provision may be enforced against business establishments to whom deliveries by trucks in violation of this section are intended.
2. 
Any person who violates any provision of this section shall be, upon conviction thereof, sentenced to pay a fine of not more than $600, plus costs, and, in default of said fine and costs, to a term of imprisonment not to exceed 30 days.
