There exists in the City a need for supervision of its waterfront and lagoon areas in order to properly protect the public health, safety and welfare and in furtherance of that purpose, it is desired to create the post of Harbormaster.

There is hereby created in and for the City the post of Harbormaster.

The Harbormaster shall be assigned to the Mayor's office and have the duties of taking those steps reasonably necessary to promote water safety and an education project pertaining thereto so as to protect the public health, safety and welfare along the lagoons and bayfront of the City.

The Harbormaster shall have the powers of and be considered to be a special Police Officer.

The Harbormaster shall be appointed by the Mayor to a three (3) year term of office. Additional deputies may be appointed in the same manner.
[Ord. #1175, § 5]
The Harbormaster and any deputy shall be nonsalaried and shall provide their own vehicles and/or boats. The City may provide any necessary signs, lights, uniform caps and other equipment that may be required.
