The Board of Commissioners of the Borough shall consist of three Commissioners, who shall be elected at large by the voters of the Borough at a municipal election on the day of the general election, the Tuesday after the first Monday in November in years in which municipal officers are to be elected and who shall serve for terms of four years beginning on January 1 next following the election.

All the executive, administrative, judicial and legislative powers of the Borough shall be vested in the Board of Commissioners, including the powers of a local Board of Health. Each Commissioner acts as Department Head. There is no single chief executive.
a. 
Regular Meetings. The Board of Commissioners shall organize at 12:00 noon on the first Tuesday following the regular quadrennial municipal election. At the meeting, or as soon thereafter as practical, the Board of Commissioners shall create, condemn or abolish all subordinate boards and appoint any officers that it deems necessary for the proper and official conduct of the affairs of the Borough. After the organization meeting, the Board of Commissioners shall meet regularly at least twice a month on dates to be determined by resolution. When the time for any regular meeting of the Board falls on a legal holiday as prescribed by law, the meeting shall be held at the same hour on the next succeeding day which is not a legal holiday.
b. 
Special Meetings. Special meetings of the Board of Commissioners may be held on call of the Mayor or any two Commissioners in accordance with the pro-visions of N.J.S.A. 40:72-13.
c. 
Procedure. Except in cases where the Board of Commissioners provides otherwise by resolution, the proceedings at the meetings of the Board shall be conducted in accordance with Roberts Rules of Order. The Borough Attorney shall be ex officio parliamentarian and shall be prepared, at the request of any member of the Board of Commissioners, to give his opinion on any question of procedure.
d. 
Attendance. All regular and special meetings of the Board of Commissioners shall be open to the public and any citizen may have access to the minutes of any meeting upon application to the Municipal Clerk. The Municipal Clerk and any other municipal officer or employee whose presence shall be required by resolution of the Board of Commissioners shall attend such meetings.
e. 
Agenda. The agenda for each regular and special meeting of the Board shall be prepared by the Municipal Clerk. Except for emergency matters which may be added at any time, the agenda for each regular meeting of the Board shall include only such matters of business as have been presented or delivered to the Municipal Clerk not later than 24 hours preceding the meeting. As soon as the agenda for each meeting is prepared, the Municipal Clerk shall deliver a copy to each Commissioner.
The Board of Commissioners may convene at any time in informal conference for the study of municipal business as permitted by the Open Public Meetings Act.
A majority of all members of the Board of Commissioners shall constitute a quorum at any regular or special meeting, but a lesser number than a quorum may adjourn the meeting. If no member of the Board is present 1/2 hour after the appointed time of any meeting, the Clerk shall adjourn the meeting.
When a vacancy occurs in the office of Commissioner, the remaining Commissioners shall within 30 days elect a properly qualified person to fill the vacancy for the unexpired time.

a. 
Pursuant to N.J.S.A. 40A:16-3(g), whenever a member of the Borough Commission fails to attend and participate in any meetings of the Governing Body for a period of eight consecutive weeks without being excused from attendance by a majority of the Commissioners, the office of that Commissioner shall be deemed vacant, and a successor shall be chosen in accordance with the procedures set forth in the Municipal Vacancy Law, N.J.S.A. 40A:16-1 et seq.
b. 
The Borough Commission may refuse to excuse a Commissioner's absence only with respect to those failures to attend and participate that are not due to legitimate illness.
At the first meeting after their election, the Commissioners shall choose one of their number to preside at all meetings of the Board and he shall be designated Mayor. The Mayor shall be President of the Board and shall preside at its meetings. The Mayor shall not have the power to veto any measure. The Mayor's term shall be four years.
At its organization meeting the Board shall choose one of its members as Deputy Mayor who shall serve in the absence or incapacity of the Mayor.
