a.
The following charges and rents shall be imposed for premises connected
to the sanitary sewer system of the Borough. The charges and rents
shall be computed from the amount and use of water taken from the
water mains, during the preceding quarter, as measured by the reading
of the water meter for the premises served.

b.
Any service unit connected to the municipal sewer system but not
connected to the municipal water system, shall install a water meter
on its water supply system at a location to be designated by the borough,
at the owner's sole cost and expense. The meter shall be purchased
from the borough at the price paid by the borough plus 20%.

The annual service charge for the year in which a new sewer service
connection is made shall be based upon a reasonable estimate and shall
be prorated for such year.
d.
Additional Fees and Charges. All new service units connected to the
municipal sewer system shall pay the following fees at the time of
connection to the system.[1]

Facility fee: $2,000.

Non-Borough Properties. Properties along the borough's boundary that
are located within the borough, in whole or in part, and are serviced
by the sanitary sewer system of the borough are responsible for the
additional fees and charges referred to in this section and for all
costs, if any, associated with the connection to the system, including,
but not limited to, the extension of a main line to the property and
all other appurtenances.
A standard connection is where the connection to the sewer main
is made on the side of the street nearest to the property. A half
street width connection is where the sewer main is in the middle of
the street and a full street width connection is where the sewer main
is on the far side of the street from the property.
The connection fee covers all costs of connecting to the sewer
main, including excavation, bedding, backfill, inspection, pavement
restoration, materials, equipment and labor to install a complete
service connection.

a.
The owner or occupant of each and every service unit connected to
the sanitary sewer system of the borough shall pay for sewer services
per quarter at the rates herein set forth.
b.
For purposes of this chapter a "service unit" shall be defined to
mean and include a single-family dwelling, an apartment, an office,
retail store, business, church or any other structure or portion of
a structure connected to and discharging waste into the sanitary sewer
system.

Rate Calculation for Multiple Users. Where more than one service
unit is located within a single structure or building, sewer service
charges shall be calculated as follows: the total gallonage of water
used (as measured by the reading of the water meter for the premises
served) shall be divided by the number of service units and the rates
herein set forth shall be applied to the quotient. In any event, the
bill for each quarter shall not be less than the sum total of the
minimum rates for the number of service units in the building or structure.
It shall be the obligation of each property owner to notify the borough
sewer department of the number of service units in the property and
of any increase or decrease in the number of service units located
in or within the property immediately upon the change in the number
of such service units.
d.
Billing Periods. Billing periods for sewer usage shall be quarterly,
and bills shall be rendered as of the first day of January, April,
July and October. No discount or rebate shall be allowed for or on
account of, a disconnection from or nonuse of the sanitary sewer system
for a portion of a quarter.
All sewer bills shall be payable within 30 days from the date
of billing. Sewer charges shall bear interest at the same rate as
delinquent taxes, commencing 30 days from the date of the bill.

If any sewer rent or other charge shall remain in arrears for six
months or more, the officer charged with the duty of collecting sewer
rents shall file with the officer charged with the duty of the collection
of tax arrears, a statement showing such arrearages, and from the
time of such filing, the sewer rent or other charge shall be a lien
upon the real estate to which the sewer service was rendered and in
connection with which the charges were incurred, to the same extent
as taxes are a lien upon real estate in the municipality, and shall
be collected and enforced by the same officers and in the same manner
as liens for taxes.

Any person who violates any provision of this chapter or who otherwise fails to comply with any of the requirements of this chapter, or who shall refuse the borough engineer, his agent or the borough's authorized agent reasonable opportunity for inspection, shall for each such violation or offense be subject to the penalty, upon conviction as stated in Chapter 3, Section 3-11, of "The Revised General Ordinances of the Borough of Hopewell, 1975" as amended.

Residential properties along the borough's boundary that are
located within the borough, in whole or in part, are eligible to connect
to the sanitary sewer system of the borough as long as the property
is currently provided water service from the Hopewell Borough Water
Authority and is two acres or less in area.
