The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
SHAREABLE DOCKLESS MOBILITY DEVICE
An electric, motorized, or human-powered device that permits an individual to move or be moved freely, is made available for rent to the general public for short-term, one-way trips, and is staged or placed in the public right-of way without the installation of any supportive infrastructure. Shareable Dockless Mobility Devices shall include, but are not limited to, motorized skateboards or scooters, bicycles, and electric-power-assisted bicycles, but shall exclude mopeds and motor vehicles.
No person shall offer shareable dockless mobility devices, as defined in § 46-301 of this Code, for hire in the City without a valid franchise authorizing the business granted by City Council. In addition to regulations promulgated pursuant to § 46-1 of this chapter, the City Manager is authorized to adopt any regulations and policies he or she determines are necessary or appropriate regarding the operation of shareable dockless mobility devices for hire in the City.
