The purpose of this policy statement is to develop a preferred process for the Township Committee to follow for the Board appointments to ensure that boards are composed of capable, dependable and effective members, and that citizens have proper notice and the ability to apply for open seats. Additionally, this written process will clearly outline for citizens the process the Committee uses for such appointments. The Township Committee may decide to waive, vary or otherwise modify the process outlined in this policy.
A. 
No person shall be eligible to apply for board seats unless he/she is a resident of the Township of Rochelle Park.
B. 
Additional training may be required in order for applicants to serve, e.g., planning and zoning training required by the State of New Jersey. It is recommended that the applicant attend at least one meeting of the Board they would like to be appointed to serve on.
A. 
In the first week of November of each year, the Municipal Clerk shall notify all appointed volunteers whose terms expire December 31 of the same year, informing them that they must submit a completed application if they wish to be considered for reappointment.
B. 
The Municipal Clerk shall advertise a notice of vacancies (including the description of each board listed below) at Town Hall and on the Town's website and Facebook pages. This notice shall specify the vacancies for all boards, and will set forth the details regarding the application procedure and the deadline for receipt of applications.
C. 
In order to be considered by the Committee, a new member must file an application with the Municipal Clerk by the due date set forth in the notice.
A. 
The Municipal Clerk will distribute copies of all applications to all Township Committee members by the first week of December. Appointments will be made based on current policies for each board (i.e., Mayoral appointments/Township Committee appointments).
B. 
A member of the Committee may request that the applicant(s) for a seat on a board be interviewed by the Committee. The Municipal Clerk will be responsible for scheduling the interviews.
C. 
Filling unexpired terms. Applications not selected and applications received after the due date will be kept on file in accordance with record retention schedule and will be considered when vacancies arise during the year. In addition, the Committee may create a new schedule for advertising and receiving additional applications for said vacancies for interviews.
D. 
Recognition of outgoing members. The Municipal Clerk will prepare a recognition certificate in appreciation for the outgoing members service. Outgoing members will be invited to attend a Township Committee meeting to be recognized (all certificates will be presented at the same meeting).
All ordinances or parts of ordinances inconsistent herewith are hereby repealed to the extent of such inconsistency only.
If any section, subsection, paragraph, sentence or other part of this chapter is adjudged unconstitutional or invalid, such judgment shall not affect, impair or invalidate the remainder of this chapter, but shall be confined in its effects to the section, subsection, paragraph, sentence or other part of this chapter directly involved in the controversy in which said judgment shall force and effect.
This chapter shall take effect immediately upon final adoption and publication and in the manner provided by law.
