A. 
There shall be the Economic Development Committee which shall serve in an advisory capacity to the Board of Aldermen. The Economic Development Committee shall consist of eight (8) members, seven (7) of whom are residents of the City and who shall be appointed by the Mayor, subject to the consent of the Board of Aldermen, and one Alderman selected by the Board of Aldermen.

B. 
The non-Alderman members shall serve for a term of two (2) years each, or until their successors are appointed and qualified; provided that the first incumbents shall be appointed and hold office for staggered teens of two (2) [four (4) of the seven (7) non-Alderman positions], and one (1) [three (3) of the seven (7) non-Alderman positions] years, respectively. The Alderman member shall serve at the pleasure of the Board of Aldermen. The members shall annually elect from its membership a Chairperson and such other officers it deems necessary. Members shall serve without compensation. Unless as otherwise specifically authorized by the Board of Aldermen, the Economic Development Committee shall not have spending authority.

C. 
The Mayor may, by and with the consent of the Board, remove any member for good cause after providing notice and an opportunity to be heard. Vacancies occasioned by removal, resignation or otherwise shall be filled in like manner as original appointments, except that the term of office is restricted to the unexpired term of office.
D. 
The Economic Development Committee shall provide advice to the Board of Aldermen on aspects related to the City's economic development; participate in the development of an economic development plan and strategy, and provide feedback to the City in its efforts to implement the economic development plan and strategy; provide a forum for exchanging ideas and information, and for addressing the business and economic needs of the community; and undertake such assignments and programs as the Board of Aldermen may direct.
