Wherever a space shall be marked off on any highway for the parking of an individual vehicle, every vehicle there parked shall be parked within the lines bounding such space. It shall be a violation of this section for any person to park a vehicle or allow it to remain parked otherwise.
A. 
Only angle parking shall be permitted on the following portions of the highways:

A. 
Any resident of the Borough of Bath, after acquiring a handicapped license plate from the Commonwealth of Pennsylvania, may make application to the Borough for a handicapped parking space.
B. 
Request for an application shall be made to the Borough Office and the completed applications shall be returned to said department along with a check for the fee to install the handicapped sign made payable to the Borough of Bath. Fees are set by resolution of Council from time to time.
C. 
The Borough Manager or his designee shall review the application for completeness, inspect the area of the proposed handicapped parking space, in order to determine what impact the placing of a sign would have on the flow of traffic or safety in that area. The Borough Manager or his designee shall make a written recommendation to the Bath Borough Council. Bath Borough Council may approve or deny an application in its sole discretion.
D. 
No more than one applicant per household will be accepted. No more than two handicapped signs will be placed within one Borough block.
E. 
Handicapped parking spaces do not provide reserved parking only for successful applicants but shall be used by any vehicle bearing handicapped or disabled veterans plates.
F. 
The Bath Borough Council, or its designee, shall review the existing handicapped parking spaces on an annual basis to determine the continued need. If there is a determination that a space is no longer necessary, the Bath Borough Council, or its designee, shall serve notice either written or published that the parking space shall be removed.
G. 
Handicapped spaces designated.

A. 
In order to facilitate traffic safety, traffic flow and traffic congestion, parking for loading and unloading is permitted, for a period of no more than 15 minutes.
B. 
Any vehicle found to be in violation of § 625-35 may be removed from public property, towed, and impounded. The owner of such vehicle may be prosecuted in the manner set forth in § 625-61 of this chapter and shall be subject to the fines, filing fees, towing costs, and costs of prosecution and any other associated fees specified within this chapter.
C. 
All loading zones will be demarcated with red curb paint, where applicable, and signage at the beginning point of entry into the parking space that reads as follows: "15 Minute Parking Loading and Unloading Only Vehicles Left Unattended Will Be Towed at Owner's Expense" or using an equivalent sign as may be found in the Pennsylvania Highways Manual of Uniform Traffic Control Devices.

A. 
Police officers for the Borough of Bath and any Bath Code Enforcement Officer are hereby authorized to enforce the provisions of this article and of those provisions found under Article II. Any person who shall violate this article or any other parking provisions as found under Article II shall, upon conviction thereof, be sentenced to pay the penalties prescribed in the Uniform Traffic Regulations, as may be amended by ordinance.
B. 
It shall be the duty of the police officers and parking enforcement officer(s) for the Borough to report to the Mayor all violations of any provision of this article, indicating, in each case, the section thereof violated, the license number of the vehicle involved in such violation, the location where such violation took place, the time of such violation, and any other facts that might be necessary in order to secure a clear understanding of the circumstances attending such violation.
C. 
The police officer or parking enforcement officer making such report shall also attach to every such vehicle a notice that such vehicle was parked in violation of this article, which notice shall contain instructions to the owner or operator of such vehicle that if he shall report to the office of the Chief of Police and pay, for the use of the Borough, the sum of $1 within 48 hours after the time of such notice, or if he shall place such sum of $1 enclosed within the envelope provided, in any of the special parking fine boxes installed at various locations within the Borough, within such time limit, the same shall save such violator from prosecution and from payment of the fine and costs hereinabove prescribed.
D. 
Borough employees, borough vendors/contractors, public safety personnel, the Public Works Department and the Borough Water Authority, U.S. Postal Carriers, and other bonafide delivery service providers are exempt from this article, Article II, and Article VI during the performance of their official or normal duties.
E. 
Correctable violation. A parking ticket issued for the offense of expired inspection is hereby a correctable violation (a "fix it" ticket). If issued a parking ticket for expired inspection and the violator or vehicle owner has no previous violation(s) for expired inspection, the violator/vehicle owner may show proof of inspection was complete after ticket issuance to have the ticket dismissed by the Borough. Proof of correction can only be made, in person, to Borough Office personnel during normal business hours, and if necessary, in consultation with the issuing Code Official or Borough Manager. Code officials or any Borough employee(s) are not to be approached on any roadway, or any other circumstance outside the Borough Office during normal business hours for certification. Proof of correction includes a state inspection of the subject vehicle by a state-certified automobile mechanic and presented to the Borough on or before the 15th business day of the issuance date of the ticket by the Code Official. No extensions will be granted, and postmark dates are not acceptable. The Borough Office, in its sole discretion, will evaluate the proof of correction and that the time limit requirements of this provision have been met prior to dismissing a parking ticket for the offense of expired inspection.
