Adoption. A certain document, one (1) copy of which is on file in the office of the City Clerk, being marked and designated as the International Building Code, 2015 Edition, including "Appendix C - Group U - Agricultural Buildings" and "Appendix H - Signs" as published by the International Code Council, is hereby adopted as the Building Code of the City of Chesterfield, Missouri, for regulating and governing the conditions and maintenance of all property, buildings and structures; by providing the standards for supplied utilities and facilities and other physical things and conditions essential to ensure that structures are safe, sanitary and fit for occupation and use; and the condemnation of buildings and structures unfit for human occupancy and use and the demolition of such structures as herein provided; providing for the issuance of permits and collection of fees therefore; and each and all of the regulations, provisions, penalties, conditions and terms of said International Building Code are hereby referred to, adopted, and made a part hereof, as if fully set out in this Chapter, with the additions, insertions, deletions and changes, if any, prescribed in this Chapter.

General Administrative Definitions. Throughout the International Building Code, 2015 Edition, whenever the term "jurisdiction" appears it shall be deemed to mean "City of Chesterfield." Likewise, whenever the term "Department of Building Safety" appears it shall be deemed to mean "City of Chesterfield Department of Planning." Whenever the terms "Code Official" or "Building Official" appear they shall mean the Director of Planning or the Director's duly authorized representative; and when the terms "code," "this code," or "Building Code" appear they shall be deemed to mean the International Building Code, 2015 Edition as adopted herein with the additions, deletions and changes as prescribed in this Section.

Certain documents, one (1) copy of which is filed in the Office of the City Clerk, said copy being marked and designated as the "Uniform Plumbing Code, 2015 Edition (hereinafter "UPC")" "IAPMO/ANSI UPC 1-2015," including Appendices A through G and I through L, as published by the International Association of Plumbing and Mechanical Officials, are hereby referred to, adopted, and made a part hereof, as if fully set out in this Section, with the additions, deletions, insertions and changes prescribed by the following Sections herein; provided that should any conflict of interpretations or requirements occur between the provisions of the aforementioned documents and the City of Chesterfield Ordinances, then said City of Chesterfield Ordinances shall apply and prevail. Whenever the term "this code" is used in this Chapter or in the Uniform Plumbing Code, it shall mean the Uniform Plumbing Code with the additions, deletions, and changes prescribed in this Section.

The City of Chesterfield hereby adopts the 1997 Explosives Code as adopted by St. Louis County Ordinance 18,693 dated November 6, 1997, as detailed in Attachment I, which is held as an attachment to this Chapter, as the Explosives Code for the City of Chesterfield.
The City of Chesterfield, Missouri, is hereby authorized and directed to execute and enter into a contract on behalf of the City with St. Louis County, Missouri, for technical code enforcement services, which contract shall be on file in the City offices.
A. 
Whenever in any code adopted in this Article, or in any rule, regulation, notice or order promulgated by any officer or agency of the City under authority duly vested in him/her by said codes, any act is prohibited or is declared to be unlawful or an offense, misdemeanor or ordinance violation or the doing of any act is required or the failure to do any act is declared to be unlawful or an offense or a misdemeanor or ordinance violation, upon conviction of a violation of any such provision of any code adopted in this Article, the violator shall be punished by a fine not exceeding one thousand dollars ($1,000.00) or by imprisonment in the City or County Jail not exceeding three (3) months, or by both such fine and imprisonment, except that imprisonments may be in the City prison or workhouse instead of the County Jail.
B. 
Every day any violation of any code adopted in this Article shall continue shall constitute a separate offense.
C. 
Whenever any act is prohibited by any code adopted in this Article, by an amendment thereof, or by any rule or regulation adopted thereunder, such prohibition shall extend to and include the causing, securing, aiding or abetting of another person to do said act. Whenever any act is prohibited by any code adopted in this Article, an attempt to do the act is likewise prohibited.
