A. 
Adoption. A certain standard code known as the "International Building Code," 2012 Edition, as published by the International Code Council, is hereby incorporated by reference and adopted as the Code of the City of Mount Vernon, Missouri, for regulating the design, construction, quality of materials, erection, installation, alteration, repair, location, relocation, replacement, addition to, use or maintenance of property, buildings and structures in the City of Mount Vernon, Missouri. It shall be unlawful for any person, firm or corporation to construct or cause to be constructed or permit to remain constructed any such building which violates any provisions of this Section.
B. 
Marked Copy Of Standard Code Filed. There shall be one (1) copy of the standard as adopted by this Section kept in the office of the City Clerk and said copy shall be marked "Official Copy of the City of Mount Vernon Building Code."
C. 
Liability. This Section shall not be construed to relieve from responsibility or to lessen the responsibility of any person, firm or corporation owning, controlling or constructing buildings, nor shall the City of Mount Vernon, Missouri, be held as assuming any liability of any nature by reasons of the inspection authority hereby issued to the Code Enforcement Officer for inspection of buildings.
D. 
Penalty. Any person, firm or corporation violating any of the provisions of this Section shall be deemed guilty of an ordinance violation and, upon conviction thereof, be fined in an amount not to exceed five hundred dollars ($500.00).

A certain standard code known as the "International Residential Code for One- and Two-Family Dwellings," 2012 Edition, as published by the International Code Council, is hereby incorporated by reference and adopted as the Code of the City of Mount Vernon, Missouri, for regulating the design, construction, quality of materials, erection, installation, alteration, repair, location, relocation, replacement, addition to, use or maintenance of property, buildings and structures for one- and two-family dwellings in the City of Mount Vernon, Missouri. It shall be unlawful for any person, firm or corporation to construct or cause to be constructed or permit to remain constructed any such building which violates any provisions of this Section.
B. 
A builder of one- or two-family dwellings or townhouses shall offer to any purchaser on or before the time of entering into a purchase contract the option, at the purchaser's cost, to install or equip fire sprinklers in the dwelling or townhouse. Notwithstanding any other provision of law to the contrary, no purchaser of such a one- or two-family dwelling or townhouse shall be denied the right to choose or decline to install a fire sprinkler system in such dwelling or townhouse being purchased.
C. 
Marked Copy Of Standard Code Filed. There shall be one (1) copy of the standard as adopted by this Section kept in the office of the City Clerk and said copy shall be marked "Official Copy of the City of Mount Vernon Residential Code for One- and Two-Family Dwellings."
D. 
Liability. This Section shall not be construed to relieve from responsibility or to lessen the responsibility of any person, firm or corporation owning, controlling or constructing buildings, nor shall the City of Mount Vernon, Missouri, be held as assuming any liability of any nature by reasons of the inspection authority hereby issued to the Code Enforcement Officer for inspection of buildings.
E. 
Penalty. Any person, firm or corporation violating any of the provisions of this Section shall be deemed guilty of an ordinance violation and, upon conviction thereof, be fined in an amount not to exceed five hundred dollars ($500.00).
F. 
The following portions of the 2012 Edition are not adopted:
1. 
Section R302.2, Townhouses, in that a common two-hour fire-resistance rated wall assembly tested in accordance with ASTM E 119 or UL 263 is permitted for townhouses if such wall does not contain plumbing or mechanical equipment, ducts or vents in the cavity of the common wall. The wall shall be rated for exposure from both sides and shall extend to and be tight against exterior walls and the underside of the roof sheathing. Electrical installations shall be installed in accordance with Chapter 34 through 43. Penetrations of electrical outlet boxes shall be in accordance with Section 302.4.
2. 
Section R310.1, but emergency escape and rescue opening provisions are required for sleeping rooms created in existing basements undergoing interior finish renovation.
3. 
Section R313, and requirement of automatic sprinklers is amended by the requirements of Section 67.281, RSMo., so that builders may offer such sprinklers as an option.
4. 
Section R501.3, regarding fire protection of floors.

A certain standard code known as the "National Electrical Code," 2011 Edition, also known as "NFPA 70" as published by the National Fire Protection Association, is hereby incorporated by reference and adopted as the Code of the City of Mount Vernon, Missouri, for regulating the design, construction, quality of materials, erection, installation, alteration, repair, location, relocation, replacement, addition to, use or maintenance of electrical systems in the City of Mount Vernon, Missouri. It shall be unlawful for any person, firm or corporation to construct or cause to be constructed or permit to remain constructed any such building which violates any provisions of this Section.
B. 
Marked Copy Of Standard Code Filed. There shall be one (1) copy of the standard as adopted by this Section kept in the office of the City Clerk and said copy shall be marked "Official Copy of the City of Mount Vernon Electrical Code."
C. 
Liability. This Section shall not be construed to relieve from responsibility or to lessen the responsibility of any person, firm or corporation owning, controlling or constructing buildings, nor shall the City of Mount Vernon, Missouri, be held as assuming any liability of any nature by reasons of the inspection authority hereby issued to the Code Enforcement Officer for inspection of buildings.

Penalty. Any person, firm or corporation violating any of the provisions of this Section shall be deemed guilty of an ordinance violation and, upon conviction thereof, be fined in an amount not to exceed five hundred dollars ($500.00).
E. 
The following portions of the 2011 Edition are not adopted:
1. 
Section 210.12(A), but all 120 volt, 15 ampere and 20 ampere branch circuits with outlets in dwelling units (bedrooms) shall be protected by a listed arc-fault circuit interrupter, combination type, installed to provide protection of the branch circuit.
2. 
Sections N110.11 through N1101.8.
F. 
The following portions of the 2011 Edition are amended:
1. 
Table N1102.1, climate zone 4, to require wood frame R-value of 13.
2. 
Table N1102.3, climate zone 4, to require wood frame wall U-factor of 0.082.
3. 
Section N1102.2.9 regarding slab on grade floors so that insulation is not required at the interface between the foundation wall and slab.
4. 
Section E3902.2 for garage and accessory building receptacles to allow exceptions for receptacles that are permanently marked as providing no GFCI protection for dedicated receptacles supplying only a garage door opener or supplying only a refrigerator or freezer.
5. 
Section E3902.5 for unfinished basement receptacles that are permanently marked as providing no GFCI protection for dedicated receptacles supply only a permanently installed fire alarm or burglar alarm system, a sump pump, or a refrigerator of freezer.

It shall be unlawful for any person, firm or corporation to construct or cause to be constructed or any such building which violates any provisions of this Section.

Marked Copy Of Standard Code Filed. There shall be one (1) copy of the standard as adopted by this Section kept in the office of the City Clerk and said copy shall be marked "Official Copy of the City of Mount Vernon Mechanical Code."

Liability. This Section shall not be construed to relieve from responsibility or to lessen the responsibility of any person, firm or corporation owning, controlling or constructing buildings, nor shall the City of Mount Vernon, Missouri, be held as assuming any liability of any nature by reasons of the inspection authority hereby issued to the Code Enforcement Officer for inspection of buildings.

It shall be unlawful for any person, firm or corporation to construct or cause to be constructed any such building which violates any provisions of this Section.
B. 
Marked Copy Of Standard Code Filed. There shall be one (1) copy of the standard as adopted by this Section kept in the office of the City Clerk and said copy shall be marked "Official Copy of the City of Mount Vernon Plumbing Code."
C. 
Liability. This Section shall not be construed to relieve from responsibility or to lessen the responsibility of any person, firm or corporation owning, controlling or constructing buildings, nor shall the City of Mount Vernon, Missouri, be held as assuming any liability of any nature by reasons of the inspection authority hereby issued to the Code Enforcement officer for inspection of buildings.

A certain document, being marked and designated as the "International Fuel Gas Code," 2012 Edition, as published by the International Code Council, Inc., be and is hereby adopted as the fuel gas code for the City of Mount Vernon, Missouri, for the control of building and structures and their fuel gas systems and gas-fired appliances as herein provided; and each and all of the regulations, provisions, penalties, condition and terms of said fuel gas code are hereby referred to, adopted and made a part hereof as if fully set out in this Section.
B. 
Marked Copy Of Standard Code Filed. There shall be one (1) copy of the standard as adopted by this Section kept in the office of the City Clerk and said copy shall be marked "Official Copy of the City of Mount Vernon."
C. 
Liability. This Section shall not be construed to relieve from responsibility or to lessen the responsibility of any person, firm or corporation maintaining, constructing, altering, demolishing or in anyway affecting the fuel gas systems and gas-fired appliances as included in the International fuel gas code described in Subsection (A) of this Section, nor shall the City of Mount Vernon, Missouri, be held as assuming any liability of any nature by reasons of the inspection authority hereby issued to the Code Enforcement Officer for inspection of such buildings and structures along with their fuel gas systems and gas-fired appliances as described on Subsection (A) of this Section.
D. 
Penalty. Any person, firm or corporation violating any of the provisions of this Section shall be deemed guilty of an ordinance violation and, upon conviction thereof, be fined in an amount not to exceed five hundred dollars ($500.00).

A. 
Adoption. A certain standard code known as the "International Property Maintenance Code," 2012 Edition, as published by the International Code Council, is hereby incorporated by reference and adopted as the property maintenance code for the City of Mount Vernon, Missouri. The provisions of this Code shall apply to all existing residential and non-residential structures and all existing premises and constitute minimum requirements for premises, structures, equipment and facilities for light, ventilation, space, heating, sanitation, protection from the elements, life safety, safety from fire and other hazards and for safe and sanitary maintenance; the responsibility of owners, operators and occupants; the occupancy of existing structures and premises and for administration, enforcement and penalties. This code shall be construed to ensure the public health, safety and welfare as they are affected by the continued occupancy and maintenance of structures and premises.
B. 
Marked Copy Of Standard Code Filed. There shall be one (1) copy of the standard as adopted by this Section kept in the office of the City Clerk and said copy shall be marked "Official Copy of the City of Mount Vernon, Missouri."
C. 
Liability. This Section shall not be construed to relieve from responsibility or to lessen the responsibility of any person, firm or corporation occupying or maintaining structures or premises as described in Subsection (A) of this Section, nor shall the City of Mount Vernon, Missouri, be held as assuming any liability of any nature by reasons of the inspection authority hereby issued to the Code Enforcement Officer for inspection of such structures and premises.
D. 
Penalty. Any person, firm or corporation violating any of the provisions of this Section shall be deemed guilty of an ordinance violation and, upon conviction thereof, be fined in an amount not to exceed five hundred dollars ($500.00).
