[HISTORY: Adopted by the Mayor and Council of the Borough of Closter 12-19-1968 as Ord. No. 1968:191 (Ch. 20 of the 1967 Code). Amendments noted where applicable.]
Pursuant to the provisions of the Revised Statutes of the State of New Jersey, §§ 40:23-6.26 to 40:23-6.29 and 40:23-6.34 to 40:23-6.37, the Borough of Closter, in the County of Bergen and State of New Jersey, is hereby authorized to enter into contract with the County of Bergen for the joint use by the Borough of Closter and other municipalities in the County of Bergen of administrative services and facilities of the Office of Purchasing Agent of the County of Bergen (or such other office or officer duly designated for such purpose by the Board of Chosen Freeholders of said County of Bergen) appropriate to the procurement of certain materials, supplies and equipment which may be determined to be required from time to time by the borough and which the borough may otherwise lawfully purchase for itself. The services and facilities of said Office of County Purchasing Agent (or other officer or office designated by said Board of Freeholders) shall be provided without cost to the borough.
The proper municipal officials of the Borough of Closter be and they are hereby authorized and empowered to execute, on behalf of the borough, all such contracts with the County of Bergen as may be authorized and approved by resolution duly adopted by the Borough Council of the borough.

A. 
There is hereby created the position of Purchasing Agent for the Borough of Closter.
B. 
The Purchasing Agent shall be appointed by the governing body of the Borough of Closter according to the routine personnel appointment procedures of the Borough.
C. 
The Purchasing Agent is required to and shall possess a valid qualified purchasing agent certificate, as issued by the New Jersey Division of Local Government Services, Department of Community Affairs, and shall meet all other criteria as established by applicable laws and regulations.
D. 
The Purchasing Agent shall have, on behalf of the governing body of the Borough of Closter, the authority, responsibility and accountability for the purchasing activity pursuant to Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq.; to prepare public advertising for and to receive bids and requests for proposals for the provision or performance of goods, services and construction contracts; to award contracts pursuant to New Jersey law in accordance with the regulations, forms and procedures promulgated by state regulatory agencies, and any purchasing policy guidelines of the Borough; and to conduct any activities as may be necessary or appropriate to the purchasing function of the Borough of Closter.
E. 
The salary for the position of Purchasing Agent shall be as provided in the Borough's salary ordinance and/or professional service agreement as established or agreed to by the governing body of the Borough.
