A.
This policy applies to all not-for-profit organizations except public
safety organizations providing law enforcement, fire and emergency
medical services.
B.
Discretionary funding is a duly appropriated sum of money in the
Town's expense budget allocated by the Town Council to an eligible
not-for-profit organization for or in support of a public purpose.
Not-for-profit corporations or associations operating or providing
services in the community may apply for discretionary funding pursuant
to the terms and conditions prescribed below.
All discretionary funds are only for a public purpose and may
not support political activities (including but not limited to lobbying,
campaigns or endorsements) and/or private interests.
For-profit entities may not receive discretionary funds pursuant
to this policy, except when the primary not-for-profit contractor
subcontracts or consults with a for-profit entity as part of the delivery
of services or products. Such subcontractors and consultants must
be only an ancillary part of the funded program, not the primary basis
for the discretionary award.
A.
All organizations wishing to receive discretionary funding from the
Town must submit a written application to the Town Clerk containing
the information described below:
(1)
A detailed scope of services to be delivered or performed.
(2)
Budget for the services to be provided.
(3)
Copy of most-recent IRS-990 or proof of not-for-profit status.
(4)
In lieu of IRS-990 a financial statement showing all sources of income.
(5)
Chief Executive Officer (CEO).
(6)
Chief Financial Officer (CFO).
(7)
Board of Directors list or equivalent.
(8)
Previous/existing contract information.
(9)
Key staff.
B.
Additional Information may be required by the discretion of the Town
Council.
A.
Disbursements of discretionary funds to all organizations covered
by this policy shall be made pursuant to written contract approved
by the Town Council.
B.
Unless otherwise provided, contract funds shall not be released until
services have been or have begun to be delivered. In any event verifiable
documentation of expenses will be required.
C.
The Town Council reserves the right, in its sole discretion, to decrease
or rescind funding at any time by notice in writing. The Town shall
not be liable for an expense or liability incurred after delivery
of such notice in writing from the Town that it intends to decrease
or rescind any previously authorized funding.
