A.
This policy applies to all not-for-profit organizations except public safety organizations providing law enforcement, fire and emergency medical services.
B.
Discretionary funding is a duly appropriated sum of money in the Town's expense budget allocated by the Town Council to an eligible not-for-profit organization for or in support of a public purpose.
Not-for-profit corporations or associations operating or providing services in the community may apply for discretionary funding pursuant to the terms and conditions prescribed below.
All discretionary funds are only for a public purpose and may not support political activities (including but not limited to lobbying, campaigns or endorsements) and/or private interests.
For-profit entities may not receive discretionary funds pursuant to this policy, except when the primary not-for-profit contractor subcontracts or consults with a for-profit entity as part of the delivery of services or products. Such subcontractors and consultants must be only an ancillary part of the funded program, not the primary basis for the discretionary award.
