In order to announce the nature and location of certain businesses that are adjacent to, or near to, but not upon that section of Main Street between Chestnut Street and Fair Street, a business placard shall be permitted for each business on a space-available basis.
A. 
The Village of Cooperstown is the owner of the business placard holders and is responsible for their construction, maintenance, and installation.
B. 
The Village of Cooperstown shall establish a fee schedule whereby the businesses represented by placards on the placard holders shall share equitably in the cost of manufacture, maintenance, and installation of the placard holders through the payment of a fee.
C. 
The placard holders are to be affixed at the following locations:
(1) 
The intersection of Fair Street and Main Street for the businesses located on Fair Street;
(2) 
The intersection of Hoffman Lane and Main Street for the businesses located on Hoffman Lane and Stagecoach Lane;
(3) 
The northeast comer of the intersection of Main Street and Pioneer Street for the businesses located on Pioneer Street, north of Main Street;
(4) 
The west comer of the intersection of Main Street and Pioneer Street for the businesses located on Pioneer Street, south of Main Street;
(5) 
The intersection of Pioneer Alley and Pioneer Street for those businesses on Pioneer Alley;
(6) 
The Main Street entrance to Doubleday Parking Lot for the businesses bordering upon the parking lot and the businesses in Doubleday Court;
(7) 
The southwest comer of the intersection of Main Street and Chestnut Street for the businesses located on Main Street west of Chestnut Street, on Chestnut Street, and for the businesses on Railroad Avenue;
(8) 
The northeast comer of the intersection of Chestnut Street and Doubleday Court for the businesses on Chestnut Street south of Main Street and businesses located in Doubleday Court.
D. 
The precise location of each sign holder shall be determined by the Board of Trustees.
E. 
Each of the above-indicated businesses may be provided with a placard of a standard size, color, font, number of characters, and icon. Businesses shall make their application, with appropriate fee, to the ZEO, who will issue placards on a space-available basis
F. 
The placard of the business located the greatest distance from Main Street will be placed at the top of the file of placards on the placard holder, and each of the successive placards will be placed below the business whose distance from Main Street is greater than its own.
G. 
No device may be attached to business placard holders, including but not limited to additional signs, menus, leaflets, leaflet holders, balloons or windblown devices
