EMPLOYEE
An individual permitted to work by an employer regardless of the number of persons the employer employs. For purposes of this article, "employee" does not mean an employee of the Village of Elmwood Park.
EMPLOYER
Any individual, partnership, association, corporation, limited liability company, business trust, or any person or group of persons that gainfully employs at least one employee. To qualify as an employer, such individual, group or entity must maintain a business facility within the geographical boundaries of the Village and conduct business within the Village. For purposes of this article, the term "employer" shall not include: a) the government of the United States or a corporation wholly owned by the government of the United States; b) an Indian tribe or a corporation wholly owned by an Indian tribe; c) the government of the state of Illinois or any agency or department thereof; or d) units of local government, including the Village of Elmwood Park.
VILLAGE
The Village of Elmwood Park, Cook County, Illinois.

(a) 
Employers located or conducting business within the territorial boundaries of the Village of Elmwood Park shall not be required to offer or provide earned sick leave to employees who work at least 80 hours within any 120-day period. No additional obligations with regard to earned sick leave adopted by the Cook County board of commissioners shall apply to employers located or conducting business within the Village of Elmwood Park.
(b) 
All employers located or conducting business within the Village shall comply with all applicable federal and/or state laws and regulations, as such laws and regulations may exist from time to time, with regard to the payment of paid sick leave.
(c) 
Except for incentive agreements directly between employers and the county of Cook, including, but not limited to, 6b tax classification status incentives, no additional obligations with regard to paid sick leave, including, without limitation, any additional obligations by ordinance adopted by the county of Cook board of commissioners, shall apply to employers located or conducting business within the Village.

Employers located in or conducting business within the territorial boundaries of the Village of Elmwood Park shall comply with all applicable federal and state of Illinois laws and regulations with respect to the payment of minimum hourly wages for nontipped employees, including, but not limited to, wages established by the fair labor standards division of the Illinois department of labor. No employer located in or conducting business within the Village of Elmwood Park shall be required to pay employees a minimum hourly wage in excess of those wages established by federal and/or state of Illinois laws, including, but not limited to, the minimum wage rate established by the fair labor standards division of the Illinois department of labor.
(b) 
Except for incentive agreements directly between employers and the county of Cook, including, but not limited to, 6b tax classification status incentives, no additional obligations with regard to minimum hourly wages, including, without limitation, any additional obligations by ordinance adopted by the county of Cook board of commissioners, shall apply to employers located in or conducting business within the Village, except those required by federal and/or state laws and regulations, as such laws and regulations may exist from time to time.
